PLN signs 16 power plant, transmission line projects

State-owned electricity firm PT PLN?s President Director Sofyan Basir signed on Friday contracts for the development of 16 power plants with combined capacity of 1,825.5 MW as part of the government?s five-year program to develop a total of 35,000 MW through 2019.

The company said in a statement that the power plant projects have combined investment value of Rp 13 trillion (excluding for diesel-fired power plant projects).

PLN also signed contracts for the development of transmission lines of 500 kV with total length of 928 km on the northern coast of Java with estimated investment of Rp 2.1 trillion. Five-year long term service agreement worth Rp 6 trillion was also signed.

Breakdown of the various contracts signed are as follows.

A. Four EPC contracts for the development of four power plants with combined capacity of 927.5 MW including:
1. Combined-cycle power plant PLTGU Muara Tawar Block 2,3 & 4 Add On Project, 650 MW
2. Gas engine power plant PLTMG Bangkanai (Peaker) Stage-2, 140 MW
3. Mobile power plant (MPP) Package 7 (Flores, Nabire, Ternate dan Bontang), total 100 MW
4. Scattered diesel-fired power plants PLTD Lot I dan Lot ll, total 37.5 MW

B. Six letter of intents (LOI) for the development of power plants totaling 898 MW:
1. Scattered PLTDs Lot IV, total 328 MW
2. MPP Package 3 (Merauke, Biak, Tj. Selor, Seram dan Langgur), total 90 MW
3. MPP Package 4 (Maumere, Bima, dan Sumbawa), total 140 MW.
4. MPP Package 6 (Bau-Bau, Ambon dan Jayapura), total 100 MW
5. PLTG/MG Riau Peaker, 200 MW
6. PLTMG Kupang Peaker, 40 MW

C. Six procurement contracts for the development of 500 kV transmission lines in northern coast of Java including:
1. Extra high voltage transmission line (SUTET) 500 kV Tx (Ungaran Pedan) Batang
2. SUTET 500 kV Batang Mandirancan Section 1
3. SUTET 500 kV Batang Mandirancan Seksi 2
4. Substation GITET 500 kV Batang Ext
5. GITET 500 kV lndramayu
6. GITET 500 kV Cibatu Baru Ext

The PLN statement said the PLTGU Muara Tawar is very strategic in terms of electricity supply in Jakarta and the surrounding areas.

The PLTGU Muara Tawar add-on is being developed at existing location of a gas-fired power plant by taking advantage of exhaust gas allowing PLN to obtain additional capacity of 650 MW without additional fuel or gas, thus providing better efficiency.

The PLTMG Bangkanai-Z (140 MW) will increase supply in the Barito system, PLN said. The new plant will increase the total capacity of PLTMG Bangkanai to 295 MW.

MPPs are being developed in remote areas in the eastern part of Indonesia to provide electricity supply. The dual-fuel MPPs will first be fueled by diesel before LNG is available, PLN said.

PLTD or diesel-fired power plants will be developed in border areas and outlying islands of the country as there are no other alternatives, PLN said.

PLN said that the government has set a target that by 2019, 90 percent of inhabited outlying islands to have already received electricity. In addition, 694 villages and 137 districts in border areas and outlying islands by 2019 will already receive power supply.
