PLN signs PPA for 400 MW PLTU Meulaboh project

State-owned electricity firm PT PLN signed on Friday a power purchase agreement (PPA) with a consortium planning to develop a 2x200 MW coal-fired power plant (PLTU) in Meulaboh, Aceh Barat Regency, Aceh Province.
PLN said in a statement that the consortium, which comprises of China Datang Overseas Investment Co Ltd, PT Pembangunan Perumahan, and PT Sumberdaya Sewatama, is expected to complete construction of the estimated US$600 million power plant project within 39 months since the signing of the PPA in the hope it could start commercial operation in 2020.
The planned power plant, which will supply about 2,803 gigawatt hours of electricity per year for 25 years to the Sumatra electricity system via a 270 kV transmission line to the PLN Nagan Raya substation, will function as based load power plant with availability factor of 80 percent per year.
PLN said that the consortium will set up a special purpose company to develop the power plant project through a build, own, operate, and transfer (BOOT) scheme, which does not require government guarantee. The required funding for the project will come from both equity and loans including from overseas.
