PLN signs PPA of PLTU Lombok Timur

State utility PT Perusahaan Listrik Negara (PLN) and PT Lombok Energy Dynamics signed the Power Purchase Agreement (PPA) for the steam power plant (PLTU) Lombok Timur which has a generation capacity of 2x25 Megawatt (MW).

After signing the PPA with PT Lombok Energy Dynamics President Director Banu Pradipto in PLN's headquarters in Jakarta on Friday, 19th July 2013, PLN President Director Nur Pamudji said that the process of getting the power plant license is the fastest so far, as it took only 263 days as compared to 321 days set by Permen ESDM 01/2006 dan 04/2007.

"This PPA has set a new record and it?s something to be proud of,? he said, adding that many other independent power producers (IPP) have to spend more than a year, and even up to 500 days in getting their licenses.

?But this new record should be broken later, as we have to try to make the licensing process even faster,? he said.

Banu Pradipto said that the construction of the Lombok Timur power plant will be completed within 22 months.

The power generated from the steam power plant (2x25 MW), which will be built in Labuan Pandan sub-district of Sambelia district of Lombok Timur regency in West Nusa Tenggara province, will be transmitted through a 150 kV transmission line to the Lombok power grid.

The peak load in Lombok now reaches about 160 MW, and the total power supply is at about 178 MW.

The power price from PLTU Lombok Timur is agreed at 9.1792 US cents per kWh, and will be effective starting from its commercial operation date (COD), which is scheduled within 31 months after the signing of the PPA or in February 2016.

With the operation of the new power plant, the power generation cost in Lombok will be cut significantly from the current Rp 3,435 per kWh, or a cost saving of about Rp 890 billion per year.

The financing for the power plant development will be derived from the IPP's own capital and from loans, which is expected to be realized within 9 months from the signing of the PPA.
