PLN starts negotiations with 25 IPPs

PLN?s director for business and risk management Murtaqi Syamsuddin said in Jakarta on Wednesday that the 25 IPP projects include 14 now on construction stage, eight in the process of obtaining construction funds and three now in operation.
The 14 IPPs now on construction stage have asked PLN to revise upwards the value of the projects due to the rise in EPC costs. The eight IPPs that have yet to start construction are facing difficulties to raise funds for the projects. The three IPPs already in operation are asking to raise the price of their power.
PLN has established a negotiation team to deal with the the IPPs, led by Murtaqi himself with members including representatives from state comptroller BPKP and state-owned investment fund Bahana Securities.
Murtaqi said that in 2009, PLN completed renegotiations with seven IPPs which mostly develop micro-hydro power plants.
?The seven IPP projects have received an endorsement from BPKP. PLN is currently proposing the continuation of the projects to the energy and mineral resources ministry,? he said.
The seven projects are; PLTMH Rante Bala, South Sulawesi (2 x 1.56 MW); PLTMH Parlilitan, North Sumatera (3 x 2.5 MW); PLTMH Parluasan, North Sumatera (2 x 2.1 MW); PLTMH Hutaraja, North Sumatera (2 x 2.5 MW); PLTMH Lebong, Bengkulu (4 x 3 MW); PLTMH Manggani, West Sumatera (1 x 1.6 MW); PLTMH Srilau II, North Sumatera (2 x 4 MW).
