PLN submits 2016-2025 RUPTL to ministry, make some changes

State-owned electricity firm PT PLN has finally submitted the 2016-2025 electricity procurement business plans (also known as RUPTL) to the Ministry of Energy and Mineral Resources by the May 20 deadline.

?Yes, it (RUPTL) has been completed, and submitted (to the ministry),? said PLN Spokesman Agung Murdifi late last week.

The ministry has previously complained about the slow progress of PLN in completing the RUPTL, warning that the company must submit it by May 20 or the ministry would issue its own version of the blueprint that must be followed by the utility firm. The 2016-2025 RUPTL, which replaces the 2015-2024 RUPTL, forms the blueprint for key power projects in the country including the planned 35,000 MW power plant projects, the bulk of which to be developed by private investors.

Meanwhile, Kontan quoted by ministry Spokesman Sujatmiko as saying that the new RUPTL will be reviewed by the ministry before approving it.

He said that PLN has included a number of suggestions made by the ministry in the new RUPTL including increasing the contribution of renewable energy in the country?s energy mix to 25 percent by 2025, compared to only 15.6 percent in the previous 2015-2024 RUPTL.

He added that following request from the government, the PLN?s contribution in the planned 35,000 MW power plant projects has been reduced to 5,000 MW from the previous plan of 10,000 MW as the state utility will be more focused on developing transmission lines.

Meanwhile, Kontan quoted PLN Procurement Director Supangkat Iwan Santoso as saying that the company has changed the tender scheme and project structure in upcoming power plant projects under the 35,000 MW program.

He pointed out that IPPs participating in the 35,000 MW projects will be required to only build the power plants and infrastructure facilities, while the required gas or coal will be supplied by the state via PLN.

He said that the new scheme will first be implemented in the upcoming tender of the PLTGU Jawa-1 and PLTGU Jawa-Bali-3.

Supangkat said that the change is made to prevent disruption in power plant operation as occurred in the past such as with Paiton power plant when coal miner Kideco Jaya Agung suspended coal supply.
