INDONESIA SECOND POWER TRANSMISSION DEVELOPMENT PROJECT (IPTD-2)

Contract Title: Design, Supply and Installation for Extension of 150 kV and 70 kV Transformer Bays in Sumatera, Kalimantan and Sulawesi (Package 2)

1. PT PLN through Republic of Indonesia has received financing from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Second Power Transmission Development Project (IPTD-2). It intends to apply part of the proceeds of this loan toward payments Package 2 under the Group 2 contract for Design, Supply and Installation for Extension of 150 kV and 70 kV Transformer Bays in Sumatera, Kalimantan and Sulawesi.
2. PT PLN now invites sealed bids from eligible bidders for the supply and installation of the equipment, including transportation, testing, commissioning and civil work for scattered substation in:
? Lot 1: Sumatera Region (16 Locations)
? Lot 2: Kalimantan (4 Locations)
? Lot 3: Sulawesi (3 Locations)
The completion schedule is 540 days. Domestic Preference shall be applicable as per the provisions of bidding documents. Bidders may bid for one or more complete lots. Bid evaluation will be lot-wise as per details specified in the bidding documents.
3. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Banks Guidelines: Procurement of Goods. Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers - January 2011 (?Procurement Guidelines?), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank?s policy on conflict of interest.
4. Interested eligible bidders may obtain further information from Procurement Officer and inspect the bidding documents during office hours 08.00 to 16.00 at the address given below.
5. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of IDR 5,000,000 (Five Million Indonesian Rupiah) or in equivalent US Dollar 380 (Three hundred and eighty Dollar). The method of payment will be cash deposit or book-entry payable at Bank BNI Kantor Layanan PLN PUSAT or another bank to BNI Bank account with account number 6000666760 in the name of PT PLN Persero (Kantor Pusat).
6. Bids must be delivered to the address below on or before 02.00 PM WIST on November 23, 2017. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders designated representatives and anyone who choose to attend at the address below at 02.00 PM WIST on November 23,2017.
7. All bids must be accompanied by a Bid Security shall be not less than US $ 315,800 for Lot 1, US $ 84,600 for Lot 2, and US $ 60,400 for Lot 3.
