INVITATION TO THE PRE QUALIFICATION
For
SUPPLY OF THE COMMERCIAL OPERATION COAL [Lot-D]

PLN, represented by its internal strategic business unit, PT PLN (PERSERO) PEMBANGKITAN TANJUNG JATI B. Intends to select one or more potential coal suppliers for the balance of the Operating coal to be used for the commercial operation of Tanjung Jati B Coal-Fired Power Plant Units 3&4, located in Central Java, the Republic of Indonesia(?TJB3&4?), and therefore invites coal suppliers, which are coal mining companies, registered under the law of the Republic of Indonesia in possession of the necessary coal mining contract arrangement with, or have themselves, a coal mining business license (?the Applicant?), to participate in the Pre Qualification for the supply of coal for the purpose of Commercial Operation. (Lot-D) consisting of the following packages

Package 1
The selected coal suppliers will he required to supply the coal, at a minimum of 450,000 tons per annum and up to 2,000,000 tons per annum, with a standard calorific value on a Gross as Received basis (?CVgar?), of approximately 5.700 kcal/kg with a rejection limit of< 5,400 kcal/kg (?LCV Coal). The delivery of LCV coal shall be for a minimum period of five (5) years and up to ten (10) years.

Package 2
The selected coal suppliers will be required to supply the coal, at a minimum of 450,000 tons per annum and up to 1,000.000 tons per annum with a standard calorific value on a CVgar, of approximately 5,400 kcal/kg with a rejection limit of <5,000 kcal/kg (?LCV Coal?), which may make up a limited portion of the supply within Lot D, at PLN?s sole discretion.

All packages shall be delivered on an FOB basis commencing from August 2011, as the tentative delivery schedule.

The coal supplier/s will be selected through a competitive bidding process from a pool of Applicants that meet the pre-qualification criteria set forth in the Pre-Qualification Document and may participate at either Package 1 or Package 2, or both packages.

All coal suppliers with a proven record of supplying coal consistently better than rejection limit for each package may be considered for supply to TJB 3&4, under this Lot-D, if the proposal is from a proven coal mine, with reasonable supply records to the existing customers, serving as evidence of consistent quality. Detailed requirements and specifications will be provided in the Pre-Qualification Document.

Interested companies may obtain more information, and purchase the Pre-Qualification document at the cost of Rp 500,000 (Five Hundred Thousand Rupiah) for each package at the following address, from 20 May up to and including 31 May 2010, between the hours of 0900-1500 WIST:
