State utility PT Perusahaan Listrik Negara (PLN) and a consortium of Sinohydro Corporation Limited of Japan and PT Nusantara Energi Mandiri signed on Monday a contract to build a steam power plant (PLTU) in Pangkalan Susu, North Sumatra.

The PLTU Pangkalan Susu unit 3 and 4 will be built in Pasir village of Pangkalan Susu district of Langkat regency of North Sumatra with a total capacity of 2?200 megawatt (MW)

After signing the contract in the headquarters of PLN in Jakarta on Monday, PLN President Director Nur Pamudji said that PLTU Pangkalan Susu unit 3 and 4 will further strengthen the power system in North Sumatra which still sees a shortage of power supply.

?There are many people on waiting list of getting PLN power. But power supply is limited. That?s why the development of this power plant is very important for PLN. I hope the consortium will complete it on time as required by contract,? said Nur Pamudji.

He said that based on the contract, which he signed together with Deng Xi, Chief Representative of Sinohydro Corporation Limited who represented the consortium with PT Nusantara Energi Mandiri, the unit 3 will be completed within 42 months, while the unit 4 within 45 months.

PLTU Pangkalan Susu, which will use coal as its primary energy, is part of the second phase of fast track of 10,000 MW power development. Compared with its unit 1 and 2 that are already in operation, the unit 3 and 4 will be different in standard as the new units will have an international standard.

?For the new units we will use the international standard, not the standard of GB (Guobiao Standards). And also we will use local contents up to 40 percent. So, I recommend the contractor to use the locally made products, such as transformer or other equipmenet,? he said.

Chief Representative Sinohydro Corporation Limited Deng Xi said that the fund for the project was derived from the Preferential Buyer?s Credit of Chinese government and from the budget of PLN (APLN). ?The total contract is valued at US$ 235,964,273 and Rp 196 billion. We?ll complete the project as required by the contract,? he said.
