PLN unveils EPC tender for 400-500 MW power project

MUARA KARANG COMBINE CYCLE POWER PLANT 400 - 500 MW
1. PT PLN (Persero) invites sealed bids for an International Competitive Bidding through two stages bidding process for MUARA KARANG COMBINE CYCLE POWER PLANT with, Net Power Output of 400 MW up to 500 MW at site condition (the Project). The configuration of the CCPP will be 1:1: 1 of Gas Turbine: HRSG Steam Turbine. Project is located at the existing Muara Karang Power Station, North Jakarta.
2. Bidder shall be a company from OECD Country member which has diplomatic relation with Indonesia, as parties or voluntary formed Consortium/Joint Venture/Joint Operation, whereas foreign company(s) shall engage capable Indonesian company and form a Joint Venture/Joint Operation/Consortium.
3. Project will be financed by corporate loan to PLN at minimum amount of 70% of the Contract Price and the remaining will be financed by PLN?s own budget. At least 50% of the loan portion shall be covered under Export Credit Agency (ECA) and the remaining loan portion shall be covered by the lender or any other sources. Loan condition shall be without government guarantee and no collateral. Bidder shall submit the financial offer together with his bid.
4. The scope of works of the Project shall be a full EPC contract for design, manufacture, inspection and testing at manufacture?s facility, packing to export, shipment, insurance, customs clearance, delivery to site, unloading, storing, and handling at site, complete erection, finish painting, on-site testing and commissioning, performance testing, operation and maintenance during testing and commissioning, warranty and inspection prior to final acceptance of a complete plant. Detail of scope of work is available in the Bid Document.
5. Bidder shall include proposal of Long Term Service Agreement (LTSA) for GT?s maintenance for the Project in his bid as specified in the Bid Document.
6. Bidder shall satisfactory demonstrate of successfully completed at least 1 (one) EPC Contract within last 10 years for Combined Cycle Power Plant project for 400 MW or larger (at site condition) per block with two (2) years successfully operation.
7. The Proposed of Main Equipments shall satisfactory demonstrate of:
a. Gas Turbine and Generator (GTG), Steam Turbine and Generator (STG) shall be originally manufactured in OECD Country member who has diplomatic relation with Indonesia.
b. HRSG shall be or originally manufactured in OECD Country member which has diplomatic relation with Indonesia or manufactured in Indonesia.
c. Transformer shall be manufactured in Indonesia.
d. Meet all other requirements set forth in the Bid Document.
8. The Bidders shall fulfill minimum requirement of D & B rank set forth in the Bid Document. The Applicant shall submit with his application recent valid D&B certificate together with his bid.
9. Bidders may register and collect the bid document from March 30, 2015 after payment of a non refundable fee in amount of Rp 15.000.000,- (fifteen million Rupiah) at the address below:

10.The 1st (first) stage bid proposal shall be received not later than 14:00 PM local time on May 28, 2015 to the above mentioned address in the sealed envelopes with clearly marked of the Project.
