PLN unveils tender for Riau gas-fired power plant

RIAU GAS FIRED POWER PLANT (PEAKER) 200 MW
1. As part of the 35.000 Acceleration Program, and in order to increase electric power supply to industries, businesses and households in Sumatera, PT. PLN (PERSERO) (hereinafter referred to as ?PLN?) must enhance its generation capacity. To achieve this objective, PLN hereby invite Bidders for the design, execution and completion of the Dual Fuel (HSD and Natural Gas) Riau Gas Fired Power Plant (Peaker) 200 MW with minimum total net output of 200 MW and maximum total net output 220 MW which consist of EPC works and 5 (five) years Operation and Maintenance(O&M) works.
2. PLN invites sealed bids for an International Competitive Bidding that implementing a two stages bidding process.

3. The scope of works shall be on a full EPC Lumpsum basis except for piling works will be on the unit price basis. The scope comprises design, manufacture, inspection and testing at manufacture?s facility, packing, shipment, insurance, customs clearance, delivery to site, unloading, storing, and handling at site, erection, on-site testing and commissioning, performance testing, warranty, inspection prior to final acceptance of a complete plant and shall provide a five (5) years term of service for operation and maintenance starting from Taking Over Date. Detail of scope of work is stated on Bid Document.
4. The Bidder shall be Local Company who has voluntarily formed Joint Venture/Joint Operation/ Consortium with company from Organization for Economic Co-operation and Development (OECD) Country members which has diplomatic relation with Indonesia.
The Leader of Joint Venture/Joint Operation/Consortium shall be Local Company.
The Bidders shall include O&M Company as a member of Joint Venture/Joint Operation/Consortium
5. The Works are located at Balai Pungut, Riau Province in Sumatera island in the Republic of Indonesia
6. The EPC Works shall be completed within a period of eighteen (18) months after effective date of the contract.
7. The proposed project will be financed using 30% equity and 70% debt. An export credit agency shat cover at least 50% of the debt financing. Bidders shall propose the prospective lender who will cover the loan without guarantee from the Government of Indonesia and non-collateral.
8. This invitation to qualify is limited to firms and voluntarily formed consortiums, joint-ventures, joint-operations from Indonesia or OECD (Organization for Economic Co-operation and Development) Country members which in diplomatic relation with Indonesia. The foreign company shall engage the reputable local company as a member of consortiums, joint-ventures, joint-operations.
9. The qualified Bidder criteria will be based on the satisfactory demonstration of, but not limited to:
1. The Bidder must demonstrate that he has successfully completed at least one (1) EPC Contract, complying with the following requirements:
(a) Within the last ten (10) years;
(b) At least one (1) reference unit shall be installed outside home country; only for international EPC contractor
(c) At least one (1) EPC Contract shall be for a power plant;
(d) The EPC Contract shall be for Gas Turbine power plant project larger than 25 MW per unit and for Gas Engine power plant project larger than 6 MW per unit.
2. The Consortium leader shall fulfill minimum requirement of 5A2/5AA2 rank by PT D&B or Investment Grade from International Reputable Rating Company and Consortium Member shall fulfill minimum requirement of 4A3 rank by PT D&B. The Applicant shall submit with his application recent valid certificate as evidence,
10. Eligible Bidder may register to collect the bid documents from June 8th ? July 21st, 2016, after payment of a non refundable fee in the amount of Rp. 15,000,000 (Indonesian Rupiah fifteen million only) at:

11. The Proposal shall be submitted in one (1) original, one (1) copy and one (1) electronic copy by hand not later than 2:00 pm local time on July 22nd, 2016 to the above address in the sealed envelopes with clearly marked as mentioned as Project of point 2 above.
