PLN warns five coal miners over unmet supply commitments

State utility PT PLN (Persero) has warned five coal mining permit (IUP) holders over delays in fulfilling coal supply commitments for its power plants, a company executive said on Wednesday.
PLN Director of Generation Rizal Calvary said the five companies, which collectively account for around 7 million metric tons of coal supply, had yet to respond to summonses from the utility.
“We have around 7 million metric tons from about five IUP holders that we have summoned, but they still have not shown up,” Rizal told Petromindo.com on the sidelines of the Power Development Forum 2026.
The government requires coal miners to allocate part of their production for domestic needs under the Domestic Market Obligation (DMO) scheme, with PLN among the largest consumers due to its coal-fired power generation fleet.

Rizal said PLN had asked the companies to attend meetings regarding the realization of coal deliveries and warned that the utility could escalate the matter to the Energy Ministry’s law enforcement unit if the miners continued to ignore the requests.
“If they still refuse to come, we will take firm action by reporting them to the Directorate General of Law Enforcement (Gakkum) at the Ministry of Energy and Mineral Resources because they are not complying,” he said.
Rizal said the delayed deliveries would not significantly disrupt PLN’s operations.
“It does not have a major impact, but it is still PLN’s right that has not been fulfilled,” he said.
PLN’s coal inventories have improved in recent months after the government increased the company’s DMO allocation for this year to 170 million tons from an earlier estimate of 152 million tons, Rizal said.
The higher allocation could help boost PLN’s coal stock levels, measured by HOP, or days of coal supply at power plants.
“HOP has now improved from previously around 11 days to 16 days, with the highest level in the Java-Madura-Bali system at 19 days,” Rizal said.
