PSCs encounter various obstacles

Production sharing contractors (PSCs) operating in the country have continued to encounter various obstacles in developing oil and gas wells in their respective concessions, according to a senior official at upstream authority SKK Migas.
The various obstacles include licensing, land permit, land acquisition, rig availability, bad road, and flooding factors.
SKK Migas Director for Operations Control, Muliawan revealed Monday to Petromindo.com the various obstacles encountered by the PSCs during early April in developing their oil and gas wells as follows.
There were 13 exploration wells hampered during early April including two operated by Anadarko Ind. Nunukan due to the transfer of operator to PHE; 1 well by Total E&P South East Mahakam due to dumping cutting licensing obstacle; 1 well by ACG South Bengara II due to land acquisition problem; PHE Randugunting (1 well awaiting for rig operated by other PSCs); Kris Energy Satria Ltd (1 well because arrival of rig delayed); JOB P Petrochina Salawati (1 well, awaiting for rig); Petrochina Jabung (1 well, awaiting permit from local government); PT CPI (1 well, hampered by flooding and material supply); and PHE WMO (1 well, awaiting for rig schedule).
Meanwhile, there were 47 development wells encountering obstacles during the particular period. They include 11 wells operated by Pertamina: 4 wells affected by repair works at location, 4 because moving was disrupted by rains, 2 because of land permit issue, and 1 because of rig supply problem.
Thirteen development wells operated by CPI were hampered by rig supply issues. CICO saw four wells hampered also by the same problems; HESS has three wells having operational obstacles; SPE two wells due to rig issues; PHEWMO four wells; VICO four wells as moving process was hampered by bad road conditions; and Citic, PetroChina Bermuda, JOB Pertamina Talisman, Total E&, and MCL each one well due to various obstacles such as land permit issues, bad road conditions, and various operational problems.
