PT Kassa Listrindo must start building Takalar power plant to avoid crisis

The South Sulawesi unit of state electricity company PT Perusahaan Listrik Negara (PLN) has asked the management of PT Kassa Listrindo to immediately start the construction work of coal-fired Takalar power plant. If it fails to do so, PLN will look for other investors who are more serious in building the power plant, the Bisnis Indonesia newspaper reported in its Friday edition.

“Actually, there are many offers (from other investors). But we have committed to one investor previously because electricity supply must be controlled so that it will not be in oversupply,” general manager of PLN South Sulawesi Area VIII Rachmadi Danoe Atmadja said in Makassar on Thursday.

Until now, according to Rachmadi, there is no certainty yet regarding the construction of the plant in South Sulawesi. There will be a power crisis in 2006 in the country.

Though PLN received several offers from the investors to build power plants, however, no agreement has reached with PLN yet. Therefore, uncertainty prevails in case of building power plants.

“From the several investors who expressed interest (in the power sector), only PT Kassa Listrindo has high probability,” Rachmadi said.

As far as other investors are concerned, Nippon Koei Co Ltd has offered to build Malea hydro electricity project in Tana Toraja, PT Bukaka Teknik Utama for Bakaru II, and Bosowa Group for coal fired Jeneponto power plant.

All these offers are just plans by individual investors. That’s why, investors must make sale and purchase agreement (SPA) with PLN as a first step, Rachmadi said.

The proposal of PT Kassa Listrindo is being considered by PLN’s board of directors and the acceptance letter will be issued at the end of this month.

“After the acceptance letter is issued, I will ask the PT Kassa Listrindo to start the construction of the project immediately because we can’t tolerate any delay to avoid the power crisis in 2006,” Rachmadi said.

The 60 MW Takalar power plant would cost PT Kassa Listrindo around US$60 million. (*)
