PT PLN (Persero): Invitation to bid renewable energy development

The Republic of Indonesia has received a loan from the Asian Development Bank (ADB) towards the cost of the Renewable Energy Development Sector Project (RED). Part of this loan will be used for payments under the contract named below. Bidding is open to bidders from eligible source countries of the ADB.

PT. PLN (Persero) (the Employer) invites sealed bids from eligible bidders for the design, supply, ?transportation. construction, installation, testing and commissioning of the complete mini hydro power project (?the Works?) under the following Contract Package as part of the RED project.

Mini Hydro Power Project - Package II:
Ndungga (2 x 1,000kW), Santong (1 x 1,000kW) and prafi (2 x 1,250kW)

Ndungga is located in Flores in the province of Nusa Tenggara Timur, Santong is located in Lombok in the province of Nusa Tenggara Barat and Prafi is located in the province of Irian Jaya Barat.

International competitive bidding will be conducted in accordance with ADB?s Two Stage Two: Envelope bidding procedure and is open to all Bidders from eligible source countries of the ADB. Bidders must meet post qualification criteria as stipulated in the Bidding Document including experience as main contractor or subcontractor for mini hydro power project and experience of the proposed turbine / generator supplier in manufacturing hydro units with a minimum capacity of 1,000 kW.

? collect the documents from the address below from 17 May 2006 or the Employer can send by courier to the bidder for an additional amount of US$ 100.
? Pay a non-refundable fee of three million Rupiah (Rp. 3,000,000)

Bidders should deliver their technical and price proposals:
? to the address below
? on or before the deadline: 2:00 p.m. WIST on 22 August 2006.
? together with a Bid Security of US$ 300,000 which must be included with the technical proposal.

The technical proposal will be opened immediately after the deadline in the presence of bidders representatives who choose to attend.

The price proposals and supplementary price proposals, if provided, will be opened in the presence of the bidder?s representatives who choose to attend at the place, time, and date as indicated in the Employer?s invitation for the second stage bid opening, after approval of the ADB of the evaluation of the technical proposals.

When comparing Bids, ADB?s Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
