PT PLN (Persero) invites expressions of interest for prequalification for IPP power projects

2. PLN intends to purchase electric capacity and associated energy as generated by the above mentioned plants and offered by the private sector (lPPs) selected through a competitive bidding process. The 150 kV or 500 kV associated Transmission Lines and Substation shall be built by the developer and transferred to PLN as a special facility.
3. PLN intends to prequalify parties to undertake the design, engineering, financing, procurement, construction, commissioning, operation and maintenance of the abovementioned projects for a period of 30 (thirty) years.
4. Prequalification is open to interested parties, either domestic or foreign. For the purposes of the prequalification process, parties may be companies, consortium, corporations, firms, joint ventures or other entities.
5. Parties qualified in the prequalification process of Cirebon Coal Fired SPP I x 600 MW Project which are interested in the above-mentioned Coal Fired SPP projects (Jawa Tengah CFSPP, Kalimantan Timur CFSPP, Sulawesi Utara CFSPP, Sumatera Utara CFSPP, Bali CFSPP) may submit their expressions of interest as stipulated below and will be considered passed the prequalification process directly. This exceptional procedure does not apply for Pasuruan Combined Cycle PP.
6. Parties wich own an Operationai Coal Fired Steam Power Plant of minimum 300 MW in Indonesia are very much encouraged to join the prequalification process for the above-mentioned Coal Fired SPP projects (Jawa Tengah CFSPP, Kalimantan Timur CFSPP, Sulawesi Utara CFSPP, Sumatera Utara CFSPP, Bali CFSPP). Parties may submit their expressions of interest as stipulated below and will also be considered passed the prequalification process directly. This exceptional procedure does not apply for Pasuruan Combined Cycle PP.
7. Prequalification will be based on the Applicant?s performance in the 3 (three) stated categories: (i) IPP Development Track Record: The Applicant should demonstrate a track record of successfully financing and developing IPP projects on a BOO basis for projects of comparable scale and complexity as the subject Project, (ii) Power Plant Experience : The Applicant should have sufficient experience in designing, developing, constructing, supplying plant and/or operating successfully developed power plant projects comparable size and complexity to the Facility, (iii) Financial Strength : The Applicants financial capability should be sound and satisfactory and shall be evaluated in terms of net assets, net income and credit rating. A copy of its audited financial statements together with audit opinion for the last 2 (two) years shall be submitted together with copies of recent credit ratings and must demonstrate the soundness of the Applicant?s financial position.
8. Request for Proposals (RFP) will be issued only to those parties qualified within this prequalification process. The successful bidder shall form a Project Company and will be required to enter into a Power Purchase Agreement (PPA?) with PLN.
9. Prequalification packages will be available to parties who submit their expressions of interest to PLN and appoint an authorized representative to pick up a prequalification package at address below by April 11th 2006 for Jawa Tengah CFSPP, Pasuruan CCPP, Kalimantan Timur CFSPP and Sulawesi Utara CFSPP; and by April 18th 2006 for Sumatera Utara CFSPP and Bali CFSPP. An administrative charge of Rp 5,000,000 (five million Rupiah) is applied for the prequalification package.
