PRE-QUALIFICATION FOR THREE LOCATIONS OF 600-700 MW COAL FIRED STEAM
POWER PLANTS

1. PT PLN (Persero) called ?PLN? hereby invites for Pre-qualification for the Design, Engineering, Procurement and Construction, including commissioning of PLN Projects for three (3) separate Turbine Generator Output 600-700 MW class Coal Fired Steam Power Plants (CFSPP) in Java. The projects will be divided into three (3) separate projects or Lots:

2. PLN intend to Pre-qualify parties as Contractors in the form of single company, JV or Consortium to undertake the design, engineering, procurement, construction, commissioning and project financing support. The qualified Applicants will be invited for the International Competitive Bidding process (ICB) of the above three (3) separate Projects. The Pre-qualified Applicants shall bring its own financing support in the scheme of Export Credit as Supplier Credit to finance a minimum of 85 percent of total project cost. The remaining financing requirements will be supplied by PLN.

3. The Commercial Operation Date (COD) and handover for each Project shall, be 36 months from the signing date of the Contract.

4. The scope of Works shall be on a Turnkey basis, include but not be limited to Site investigation and, development, Engineering, Procurement of goods, construction, testing & commissioning and including the 500 kV Substation, related civil works and marine works including the warranty

5. Prequalification criteria will be based on the applicant?s satisfactory demonstration of
a) Successful design, engineering, procurement, construction and commissioning Coal Fired steam power Plants with project size of 400 MW or larger.
b) Financial capability as evidenced by audited balance sheet and Profit/Loss statement for the last two (2) years. The applicant?s financial capability should be sound and satisfactory and shall be evaluated in term of Total Asset and Net Income.

6. Bid Document will be issued only to qualified Applicants.

7. Prequalification document will be available and can be collected during July 10th-14th, 2006 after payment of a non refundable fee in the amount of Rp 10,000,000,- at the following address
