PT. PLN: Pre-qualification invitation for re-bidding of three coal-fired power plants projects

1. The Bid of the Coal Fired Steam Power Plants (CFSPP) 300-400MW class for PLTU 3 Banten, PLTU 2 Jawa Barat, PLTU 1 Jawa Timur, has been fail due to out of the regulation. PT.PLN (Persero) called Owner? therefore invites the Prospective Applicants to follow Pre-qualification for Re-Bidding of above mentioned project.

2. PLN intend to pre-qualify in the form Joint Operation/ Joint Venture/ Consortium which is also mandatory that including the reputable Local Contractor, and the qualified Applicants will be invited for the re-bidding under International Competitive Bidding Process (ICB) of the above Project. The Pre-qualified Applicants shall bring its own financing support in the scheme of Export Credit as Supplier Credit or Buyer?s Credit to finance a minimum of 85 % of total project cost. The remaining financing requirements will be supplied by Owner

3. The scope of Works shall be on a Turnkey basis, include but not limited to Site investigation and Site development, Engineering, Procurement of goods, construction, testing & commissioning, 150 kV substation, related civil works and marine works including the warranty of the CSFPP 300-400MW class turbine-generator output:

The qualified Applicants who passed the previous Pre-Qualification and confirm not to modify their Consortium member, have the interest to participate the Re-Bidding, are not necessary to be Pre Qualified. However the Consortium should register and submitted their interest in writing to participate for the re-bidding addressed to the PT PLN (Persero).

5. Pre-qualification criteria will be based on the Applicant?s satisfactory demonstration of
a) Successful design, engineering, procurement, construction and commissioning of Coal Fired steam power Plants with project size of 200 MW or larger.
b) Financial capability as evidenced by audited balance sheet and Profit/Loss statement for the last two (2) years. The Applicant?s financial capability should be sound and satisfactorily and shall be evaluated in term of Net Asset and Net Income.

6. Applicant may register and collect the Pre-qualification document from Monday, November 6th, 2006 up to Thursday, November 16th, 2006, after payment of a non refundable fee in the amount of Rp 4.000.000,- (four million Rupiah) at the following address:

7. Applications in one (1) original and two (2) copies must be sent in hand delivery to the a.m address not later than Thursday, November 16th, 2006 at 14:00 WIST, in the sealed envelopes with clearly marked as mention as Project of point 3 above.
