Regional LNG: PNOC explores LNG-powered industrial park in Tawi-Tawi

The Philippine National Oil Company (PNOC) is evaluating the feasibility of developing a liquefied natural gas (LNG)-powered Self-Generating Industrial Park (SGIP) in Pababag, Bongao, Tawi-Tawi, as part of efforts to expand energy access in off-grid regions, Power Philippines New reported on Tuesday.

The initiative follows PNOC’s strategic partnership with Indonesia’s PT Pertamina (Persero), formalized in a memorandum of understanding (MOU) on Nov. 7, 2024, to develop LNG infrastructure and promote energy security. The project aims to provide stable and cost-effective electricity to remote areas like Tawi-Tawi, which currently faces limited access to reliable power.

PNOC led a scoping visit from Feb. 5-6, 2025, assessing infrastructure needs and economic potential. The visit included high-ranking officials from the Philippine Economic Zone Authority (PEZA), National Power Corporation (Napocor), Land Bank of the Philippines, and the Department of Energy, alongside Indonesian representatives from Pertamina.

PNOC President Oliver Butalid highlighted that once the LNG supply route is established, economic development in Tawi-Tawi could accelerate with access to affordable power. Governor Yshmael Sali welcomed the initiative, emphasizing its potential to attract investment, create jobs, and improve livelihoods.

The SGIP is envisioned to host industries requiring stable power, including agribusiness, fisheries, manufacturing, and logistics. PNOC is also exploring broader LNG integration to enhance energy security and lower costs across the region.
