Singapore’s Energy Market Authority and Korea Hydro & Nuclear Power Co Ltd have signed a memorandum of understanding to cooperate on civil nuclear energy capability building focused on small modular reactors.
The agreement, signed on March 1 by KHNP Acting President and CEO Daewook Chun and EMA Chief Executive Puah Kok Keong, was exchanged during the Korea Singapore Summit in Singapore. It marks the first civil nuclear energy cooperation agreement between a Korean nuclear power company and a Singapore government agency.

Under the MOU, the parties will conduct joint studies on potential applications of SMRs in Singapore, collaborate on human resource development and training, and share technical information and best practices related to advanced nuclear technologies.
EMA said the cooperation forms part of its efforts to study pathways to decarbonise Singapore’s power system while ensuring energy security and reliability. Singapore currently relies largely on imported natural gas for power generation and has limited domestic energy resources.
KHNP operates nuclear power plants in South Korea and has been involved in overseas nuclear projects, including the Barakah plant in the United Arab Emirates.
