Regional SAF: Singapore launches first voluntary SAF procurement trial

The Civil Aviation Authority of Singapore, the Singapore Sustainable Aviation Fuel Company Ltd. and nine companies have launched Singapore’s first trial for central procurement of voluntary sustainable aviation fuel.

The participating companies are Boston Consulting Group, Changi Airport Group, DBS Bank, GenZero, Google, OCBC, Temasek, Singapore Airlines and Scoot.

The organisations signed a memorandum of understanding at the 3rd Changi Aviation Summit, witnessed by Singapore’s Acting Minister for Transport Jeffrey Siow.

In October 2025, CAAS established SAFCo to centrally procure sustainable aviation fuel for the Singapore air hub, supporting a target of 1% SAF usage for flights departing Singapore. A SAF levy will apply to departing flights from Oct. 1, 2026.

SAFCo will aggregate regulated and voluntary SAF demand. The voluntary trial marks its first SAF purchase and will test operational, commercial and accounting processes, including allocation of environment attributes under a national procurement framework.

CAAS said the trial aims to support implementation of Singapore’s national SAF policy and build a scalable SAF ecosystem for the aviation sector.
