To support the effort of Government of Indonesia to induce economic growth through investment in the energy and mining sectors, Bimasena, the Mines and Energy Society organize an International Investment Conference:
(BIEM Conference 2004)
CONFRONTING OPPORTUNITIES & GLOBAL CHALLENGES
IN A RESTRUCTED VALUE-CHAIN ENVIRONMENT?
This conference is supported by the Department of Energy and Mineral Resources and the industry associations within the sectors, the Indonesian Electrical Power Society (MKI), the Indonesian Petroleum Association (IPA), the Indonesian Mining Association (IMA), the Indonesian Gas Association (IGA) and the Indonesian Geothermal Association (API).
Prior to the conference, the stakeholders have had dialogues with the government, to discuss various matters openly in order to identify ways to achieve a friendly investment climate.
The BIEM Conference 2004 consists of four activities;
The First activity: Pre-Conference Dialogue Series (PCD) ?Moving Investment in the Industry? consisting of five dialogues and held from September 29 through November 8, 2004.
At the PCDs, it was concluded that during the restructuring of the energy and mining sector and the transition period of the Regional Autonomy, the Indonesian business climate was marked by legal uncertainty, lack of coordination, misperceptions in implementing decentralization as well as uncompetitive and unattractive fiscal regimes. As a result, investment decline following the economy crisis in 1998 has not shown significant rebound. Partnering is seen as an alternative to overcome the present difficulties. Various approaches for partnering were explored and will be elaborated at the BIEM Conference.
The Second activity: The Main Conference will be held on December 12-14, 2004. The President of the Republic of Indonesia, DR. Susilo Bambang Yudhoyono will inaugurate the conference at a Gala Opening Evening on December 12, 2004.
On day two, there will be three International sessions and a Ministerial Panel, while on day three, three Domestic sessions.
The Third activity: In conjunction with the Main Conference, an exhibition is intended to show potentials, opportunities and projects, to answer present ?Frequently Asked Question? in the energy and mining sector, directly by the authorized institution and to provide business advocation and channeling.
The stakeholders of the oil, gas, energy and mineral sector have been invited to take part in the Exhibition of BIEM Conference 2004.
The Fourth activity: Project Presentation Session, serves as a special session to promote and to facilitate interaction among project owners, investors, financial institutions and other stakeholders in the spirit of ?Creative Partnership? to move investment in the industry. Selected ?Low Hanging Fruits? Projects from Upstream Oil & Gas Sub Sector, Downstream Oil & Gas Sub Sector, Electricity Sub Sector, Mining Sub Sector will be presented by: State-Owned Enterprises, Provincial Governments, Regencies, Municipality Government and Private Companies in the energy and mining sector.
Through a series of prior activities, Bimasena, The Mines and Energy Society, was able to demonstrate that it is progressive and credible in facilitating stakeholder communication to improve the business climate. The conference would provide realistic inputs for the stakeholders to draw-up workable action plans.
All of the potentials and achievements coupled with a consumption growth of 220 million domestic market and the experience of 25-40 years of economic growth, the Indonesian Energy and Mining sector which contributes around 30% to state revenues, would remain to be an attractive place for investment.
