The Directorate General of Coal and Mineral at the Ministry of Energy and Mineral Resources plans to make a soft-launch this week of the E-PNBP, an electronic system for the payment of mining royalty and so-called land rent, the two main components of government non-tax revenue from the mining sector (also known as PNBP).
?We?ll make a soft-launch of the E-PNBP on Tuesday,? said Jonson Pakpahan, Director of Coal and Mineral Revenue at the directorate to Petromindo.com on Thursday.
He said that the E-PNBP will help ensure better controls of state non-tax revenue from the mining sector.
As the E-PNBP will be linked with systems in other government institutions such as the customs office and port, it would help prevent miners from abusing the self-assessment system in paying their royalty and other financial obligations to the state. For instance, sometimes bad miners did not calculate their royalty obligation using the coal or mineral reference price set by the government.
