Some bidders withdraw from 10,000-MW power tender

Some bidders have decided to withdraw from the tender to construct coal-fired power plants under the government?s fast track program to provide additional power supply of between 10,000 MW between 2007 and 2009, state-owned electricity company PT PLN announced on Wednesday.

Among the participants that have decided to withdraw from the tender is the joint venture of Japanese firm Marubeni and Indonesian firm Adhi Karya, which had passed the pre-qualification bidding for the construction of a 600-MW power plant in Tanjung Jati, Central Java, PLN?s tender committee announced.

The Tanjung Jati project drew three bidders in the pre-qualification phase of the tender, that is the Marubeni-Adhi Karya consortium, the Zelan-Primanyaa-Tronoh Construction consortium, and the Sinomach-Cneec-PT Penta Adi Samudera consortium.

?Since there are only two bidders left, we are going to retender the project,? Arya Guna, a member of PLN?s tender committee, said, citing that PLN would only go ahead to tender a project if it attracts at least three bidders.

Arya however did not specify the reason behind the withdrawal.

The committee will also retender three other projects that is the Jatim 2 (Pacitan) project, Banten project Pelabuhan Ratu (Banten) and Teluk Naga (Banten) project because it attracted less than three bidders.

Tens of companies, mostly from China, either individually or in consortium, passed the pre-qualification tender to build power plants under the 10,000 MW crash program.

Several members of the House of Representatives have criticized the government and PLN for giving favor to Chinese firms in the tendering process of the projects. They cited that no European or American companies were found among the list of bidders for the project.

PLN, however, insisted that the tendering process was fair and, aside from Chinese firms, the project also attracted participants from Japan, Malaysia, South Korea and India and Poland. (Godang)
