Some sanctioned miners begin settling reclamation guarantee obligations

The Ministry of Energy and Mineral Resources (ESDM) has announced that several mining permit holders previously sanctioned for failing to place reclamation guarantees have begun fulfilling their obligations.
According to Siti Sumilah Rita Susilawati, Secretary of the Directorate General of Mineral and Coal at ESDM, some of the 190 coal and mineral mining permit (IUP) holders whose operations were temporarily suspended have now submitted their reclamation guarantees and are awaiting document verification.
“Some have already paid their reclamation guarantees. We are currently waiting for the official proof of placement. Once confirmed, their permits can be reactivated,” Siti told reporters at the Directorate General of Mineral and Coal’s office in Jakarta on Wednesday, 8 October.
She noted that while the exact number is still being verified, the Directorate of Engineering and Environmental Mineral and Coal continues to update the data.

“I need to reconfirm the numbers with the technical team. The data is being updated in real time, but it’s true that some companies have made payments as they are eager to resume operations,” she said.
Siti explained that the suspended IUP holders were given a 60-day window to fulfill their reclamation guarantee obligations after receiving three consecutive warning letters from the Directorate General.
“The suspension was imposed after those three warnings. Then we provided a 60-day grace period to meet the requirement. Once payment is made, companies must submit proof of guarantee placement before we can issue a letter allowing them to resume operations,” she emphasized.
The suspensions are part of a broader enforcement push by the Ministry of ESDM to ensure mining companies comply with environmental and financial regulations, particularly the requirement to provide reclamation guarantees aimed at mitigating post-mining impacts.
