Tender at PT Badak Bontang violates procedures

The tender for the procurement of software integrated solution system conducted by PT Badak Bontang, East Kalimantan recently has violated standard procedures, according to one of the bidders.

Samuel Tan, the general manager for project software development incorporated of Sisindosat Solution, said that PT Badak was discriminative and gave an unfair treatment to some of the bidders.

Sisindosat, Mincom Solution and SAP Solution, which put up bids of US$2.4 million, $3.28 million and $6,15 million respectively passed the pre-qualification in the tender, which was opened in May, this year, Suara Karya reported.

Samuel said that Sisindosat, which offered the lowest price, had been given the first opportunity to carry out presentation and negotiation with PT Badak. But he said his company only received a questionnaire through a facsimile and it was not given the chance to carry out the presentation as promised.

On the other hand, the Australia-based Minicom, which offered a higher price, was given a better treatment. Samuel said that unlike his company, Minicom was given the opportunity to give a detail presentation of its solution. In addition, the Australian firm was also allowed to lower its price to $2.7 million.

He said that his company through its principal company Oracle & PSDI would file a formal complaint to the American embassy in Jakarta over the unfair treatment it received from PT Badak Bontang. (*)
