Tender for 80 solar power plants remain suspended

The paper quoted Director General of New and Renewable Energy Rida Mulyana as saying that the government expects to be able to quickly obtain the copy of the Supreme Court ruling to resume the tender process for the planned solar power projects with combined capacity of 142 MW.
The projects have been suspended for a year after Apamsi filed a lawsuit demanding the revision of the Minister of Energy and Mineral Resources (MEMR) Regulation No 17/2013, the legal basis for the tender, under which projects with local contents of more than 40 percent will be given incentives in the form of higher electricity selling price. Apamsi, however, demanded that foreign participants should be immediately disqualified from the project on concerns that they will be using imported materials.
Rida said that if the Supreme Court ruled in favor of Apamsi, the ministry would revise the MEMR regulation. One thing for sure, the ministry is determined to press ahead with the development of the solar power plant projects, with total investment estimate of about Rp 3 trillion.
Prior to the lawsuit, the government had conducted tender for seven solar power plant projects with combined capacity of 15 MW and total investment of Rp 360 billion, said Alihudin Sitompul, a director at the ministry, adding that a couple of the projects have in fact been completed.
The seven projects included 5 MW in Kupang, East Nusa Tenggara Province by PT LEN Industri; 1 MW in Atambua (East Nusa Tenggara) and 2 MW in Kotabaru (South Kalimantan) by PT Global Karya Mandiri; 2 MW in Lombok Utara (East Nusa Tenggara) by PT Berkah Surya Madani; 1 MW in Sumba Timur (East Nusa Tenggara) by PT Buana Multi Techindo; 2 MW in Maumere-Rope-Ende (East Nusa Tenggara) by PT Indo Solusi Utama; and 2 MW in Gorontalo by PT Brantas Energy-Adyawinsa KSO.
