The Government of Indonesia, through the Ministry of Energy and Mineral Resources (ESDM), has released the National Hydrogen and Ammonia Roadmap (RHAN) as a follow-up to the National Hydrogen Strategy (SHN) issued in 2023. This document serves as a crucial foundation to accelerate the country’s energy transition toward a cleaner, more resilient, and sustainable system.
With a long-term goal of achieving Net Zero Emissions by 2060 or earlier, RHAN was developed using a demand-driven approach, combining data analysis, expert judgment, and stakeholder consensus. The process engaged more than 40 institutions and achieved an 83.7% agreement level, making it an inclusive and adaptive document in line with global dynamics.
Hydrogen and ammonia are positioned as key pillars in supporting national energy independence, enhancing economic competitiveness, and addressing the climate crisis. Green hydrogen—produced via electrolysis using renewable sources such as solar and wind—is expected to drive decarbonization across hard-to-abate sectors, including heavy industry, long-distance transport, and power generation.
Meanwhile, ammonia plays a dual role—not only as a key input for fertilizer production but also as a hydrogen carrier and a clean fuel alternative for power plants and marine transport. As the world’s fourth-largest ammonia exporter, Indonesia holds strategic potential to become a regional hub for clean hydrogen and ammonia in the Asia-Pacific region.
National hydrogen demand is projected to increase from 883,000 tons in 2030 to 11.8 million tons by 2060, while ammonia demand is forecast to reach 9.6 million tons in the same year. To support this growth, the roadmap sets out a detailed action plan covering supply chain development—production, distribution, and utilization—as well as supporting programs such as hydrogen refueling stations, blending trials, and workforce training.
