The Ministry of Energy and Mineral Resources has issued Ministerial Decree No. 188.K/TL.03/MEM.L/2025 concerning the Electricity Supply Business Plan (RUPTL) of state-owned electricity firm PT PLN for the years 2025–2034. The plan is aligned with the National Energy Policy (KEN) and the National Electricity General Plan (RUKN), and forms a key part of Indonesia’s strategy to achieve Net Zero Emissions (NZE) by 2060. The RUPTL 2025 - 2034 has set an addition of electricity generation capacity of 69.5 Gigawatts (GW). Of this total, 76%, or about 52.9 GW, will come from New Renewable Energy (NRE) and energy storage systems. The NRE portion reaches 42.6 GW (61%), storage 10.3 GW (15%), and the remaining 16.6 GW (24%) comes from fossil-fueled power plants.
In detail, the NRE capacity is divided into solar power plants (PLTS) 17.1 GW, hydropower plants (PLTA) 11.7 GW, wind power plants (PLTB) 7.2 GW, geothermal power plants (PLTP) 5.2 GW, bioenergy 0.9 GW, and the introduction of nuclear power plants (PLTN) of 0.5 GW. The additions will be distributed across Sumatra (9.5 GW), Java-Madura-Bali (19.6 GW), Sulawesi (7.7 GW), Kalimantan (3.5 GW), as well as Papua, Maluku, and Nusa Tenggara (2.3 GW). To support distribution and system reliability, the development of electrical infrastructure will also be strengthened. The government targets transmission networks spanning nearly 48,000 circuit kilometers (kms) and substations with a total capacity of 108,000 MVA, distributed throughout Indonesia — from Sumatra to Papua. The implementation of the RUPTL is projected to generate investment opportunities worth IDR 2,967.4 trillion (~USD 190 billion). This will be allocated across power generation, transmission, distribution, and village electrification programs. Interestingly, around 73 percent of the total planned power plant capacity is expected to come from partnerships with private parties or Independent Power Producers (IPPs), while the remainder will be managed by the PT PLN Group.
