CONTRACT PACKAGE : OPERATION AND MAINTENANCE CONSULTING SERVICES (OMCS) 2ND STAGE

1. The Government of the Republic of Indonesia represented by its Ministry of Finance has received ODA Loan (Loan Agreement No. IP-578 dated 24 October 2018) from Japan International Cooperation Agency (JICA) for the Construction of the Jakarta Mass Rapid Transit Project (Phase 2) (I) Project. The proceeds of this Ioan will include for the eligible payments under the Contract Package: Operation and Maintenance Consulting Services. The objective of consulting services is to support railway operation and maintenance of MRTJ in line with the International Standard, ensure the sustainability and independence after the termination of the consulting services by providing technical advices and hands on training as well as introducing some analytical framework such as PDCA (Plan-Do-Check-Action).  The Operational Rules of Special Terms for Economic Partnership (STEP) ofjapanese ODA Loans (21 December 2018) published by JICA is applicable.

2. Selection will be conducted in accordance with the procedures in the applicable Guidelines for Selection of Consultant under Japanese ODA Loans published in April 2012 and is open to all Consultants from eligible source countries, as denned in the Loan Agreement.

3. PT Mass Rapid Transit Jakarta (Perseroda) (MRTJ) as the Employer invites eligible Consultant for the Operation and Maintenance Consulting (OMCS) 2nd Stage to submit Expressions of Interest (EOI). International Competitive Bidding (ICB) will be conducted in accordance with JICA's Single-Stage selection Procedures (Without Prequalification).

4. To qualify as an Eligible Consultant for Operation and Maintenance Consulting Services (OMCS) 2 nd Stage, it is mandatory that the Consultants is a Japanese Company or a Japanese Company acting as a Lead member of a JV in compliance with the Operational- Rules of STEP of Japanese ODA Loans (21 December 2018) published by JICA and it is a requirement that the Lead member of the JV (a Japanese Company) shall submit the Company Protile which includes Management Competence, Geographical Competence, Technical Competence and has completed a Consulting Services for operation and maintenance of railway within the last 10 years with a value of at least Five Hundred Million Japanese Yen (JPY 500.000.000) .

5. A complete set of Documents for Operation and Maintenance Consulting Services (OMCS) 2 nd Stage may be submitted from 16 th September 2019 to 24 th September 2019, during work days and oflice hours of 09:00 to 12:00 WIB and 13:00 to 15:00 WIB at PT MRT Jakarta Ofice, Wisma Nusantara Lt.21 with the submission of a written application to TENDER COMMITTEE of Operation and Maintenance Consulting Services (OMCS) 2 nd Stage PT MRT Jakarta.
