Invitation to Register for Pre-Qualification

KUFPEC Indonesia (Anambas) B.V. (“COMPANY”) a Gross Split Production Sharing Contract's Contractor of Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (“SKKMIGAS”) as an Operator of Anambas Block, Offshore Natuna Sea, invites potential service Contractors (“PARTICIPANT”) to participate in the Pre-Qualification (“PQ”) process with the following details:

1 Bid Number : KINDAO/KIABV/REC/OPD/2025/010.

2 Bid Title : PROVISION OF ANAMBAS LOGISTIC FEASIBILITY STUDY.

3 Contract Period : Twelve (12) Months.

4 Scope of Work : COMPANY requires an experienced Contractor to provide a comprehensive and in-depth feasibility study to determine the optimal and cost-effective logistic operational model for COMPANY’s upcoming offshore drilling operations in the Anambas Block, Natuna Sea, Indonesia.

5 Type of Procurement : Services.

6 Business Qualification : Medium/Large Business Scale.

7 Business Classification : Other Services (70209 – Aktivitas Konsultansi Manajement Lainnya).

8 HSSE Risk Level : High Risk.

9 Minimum Local Content : 80 %

Interested PARTICIPANT which can meet the qualifications, experiences and classifications as above are invited to register and participate in the PQ process as detailed below:

1 PQ Registration Period : 30 December 2025 – 5 January 2026 at 08.00 – 15.00 hours (WIB).

2 Document Required to be Submitted for PQ Registration : 1. Valid SPDA (Sertifikat Pengganti Dokumen Admin).

2. Valid business license (NIB/SIUP and other applicable licenses)

which shows that PARTICIPANT has a valid license in accordance with the business classification and Scope of Work above.

3. Statement letter confirming PARTICIPANT intention to participate in this PQ process including contact information of the Person in Charge, signed by PARTICIPANT’s authorized personnel.

4. Statement Letter confirming that PARTICIPANT will be able to meet the minimum Local Content of 80 % signed by PARTICIPANT authorized personnel.

All the above registration document shall be submitted in soft copies via email to idn-procurementcommittee@kufpec.com

3 PQ Document Distribution Period : 5 January 2026 at 15.00 hours (WIB).

PQ Documents will be distributed through e-mail.

4 PQ Proposal Submission Date : 9 January 2026 at 15.00 hours (WIB).

PQ Proposalshall be submitted in soft copy via email to idn -procurementcommittee@kufpec.com no later than the date specified above.

5 PQ Correspondences (Via Email Only) All electronic correspondences and soft copy of PQ Proposal shall be addressed to the following:

Only Registered PARTICIPANTs who submitted complete and correct PQ Proposals and passed the PQ evaluations in its entirety will be eligible to be invited to the Bidding Process.
