INVITATION TO PREQUALIFICATION

PREMIER OIL NATUNA SEA B.V. ("PONSBV"), as a PSC Cost Recovery and the Operator of Natuna block under SKK Migas, hereby invites qualified and experienced goods/services providers to participate in the Prequalification ("PQ") process for the Bid for the work described below, in accordance with the SKK Migas Guidance No. PTK-007/SKKIA0000/2023/S9 (Revision 05), Tender Implementation Guideline No. EDR-0143/SKKIH0000/2023/S0, and its amendments from time to time ("PTK 007").

Work Field/Sub-field :

09100-Oil and Gas Field Support Services, and/or

Local Content Requirement : 30% (thirty percent).

Participation Status Requirements : Domestic Investment Company (PMDN), Foreign Investment Company (PMA), PMDN-PMDN Consortium, PMDN-PMA Consortium, PMDN-PA (Foreign Company) Consortium/PMDN-PMA-PA Consortium.

Location of Work : Natuna Field in the Natuna Sea.

Brief Scope of Work:

PONSBV is looking for a qualified and experienced Contractor to provide one (1) unit of Jack-up type offshore drilling Rig, including equipment rental and related support services. The Jack-up Drilling Rig will be utilized to support the PONSBV 2026 Drilling Program, which comprises three (3) exploration wells. The commencement window is between July - August 2026, with a Contract duration of twelve (12) months.

Registration Process:

Good/Service companies that are interested in participating in this PQ process shall follow the steps outlined below:

1. PQ Registration : 13-19 January 2026 Time 08.00-15.00 Hrs.

By submitting an Interest Letter complete with contact details and email, signed by its authorized official or representative, and proof of registration in the SKK Migas CIVD (Centralized Integrated Vendor Database) with a valid SPDA (Surat Pengganti Dokumen Administrasi) at the time of submission of the PQ Proposal via email to the Procurement Committee of PONSBV at the following addresses: firman.adam@harbourenergy.com and wahyu.nisa@harbourenergy.com.

2. PQ Instructions document issuance : 14-19 January 2026 Time 08.00-15.00 Hrs.

The PQ Instruction document will be sent by PONSBV via email to the email address of the interested company as stated in the Letter of Interest.

3. PQ Proposal submission : 26 January 2026 Time 15.00 Hrs.

The PQ Proposal from the interested company must be uploaded via Microsoft OneDrive/SharePoint, as further detailed in the PQ Instruction Documents.

For your attention:

1. The company registering shall be officially registered in the SKK Migas CIVD Migas-www.civd-migas.com.

2. The company registering is required to submit a signed Letter of Interest by an Authorized Company Official via email from the official or their authorized representative, along with an electronic copy of the SPDA via email. The SPDA shall be valid at the time of submission of the PQ Documents. This requirement also applies to consortium members if registering as a consortium.
