I. BACKGROUND

Repsol Sakakemang B.V. (RSBV) requires OCTG Carbon Steel with casing size 13-3/8” dan 9-5/8” for drilling activities in the Sakakemang Working Area, which includes one (1) Re-entry Drilling Well KBD- 2XST1 and one (1) new Drilling Well KBD-4. RSBV invites goods providers to participate in this tender process for this PROVISION OF OCTG CARBON STEEL FOR CASING SIZE BELOW 20” (CASING SIZE 13-3/8” AND 9-5/8”).

II. REGISTRATION REQUIREMENT

Registration must be done according to the schedule specified below, by submitting the following documents:

a. Letter of Interest to participate in the Qualification for the above-mentioned tender, signed by the Highest Leader of the Company or a Power of Attorney on stamp duty in case the Highest Leader of the Company is unavailable.

b. Name of the PIC (Person in Charge) for this procurement process, including Email and Contact Number (Mobile Phone) that can be reached.

III. PREQUALIFICATION CRITERIA/ REQUIREMENT:

The requirements and criteria for Prequalification as stipulated in the Prequalification Instructions include, among others:

a. Referring to the provisions in the Guidelines for the Implementation of Goods/Services Procurement SKK Migas No. EDR-0143/SKKIH0000/2023/S0, Chapter II, Article 3.4 regarding Mandatory Category Goods Tender Prequalification, Participant is:

(i) Domestic manufacturer with the status of Domestic Investment Company\ (PMDN) or Foreign Investment Company (PMA);

(ii) Agent/Sub Agent/Distributor/SubDistributors/ Goods Provider appointed by domestic manufacturer with PMDN status;

(iii) Consortium of domestic manufacturer with other domestic manufacturer; or

(iv) Consortium of domestic manufacturer with companies as referred to in item (ii) above.

Applicable for Participants in a form of Consortium: Memorandum of Understanding (MOU) Consortium or Consortium Agreement or Notarized MOU Consortium.

b. Copy of valid Substitute Certificate of Administrative Documents (SPDA) in accordance with the requirements of the business category and field of business to be carried out.

IV. SCHEDULE FOR REGISTRATION AND SUBMISSION OF PREQUALIFICATION PROPOSAL

1. Registration via email:

Open from Wednesday, 1 October 2025 until Monday, 6 October 2025, from 08:00 to 16:00 WIB.

Registration email subject format as follows:

2. Submission of Prequalification Proposal:

No later than Friday, 10 October 2025, from 08:00 to 16:00 WIB.

PQ proposal submission email subject format as follows:

‘PQ Submission for PROVISION OF OCTG  CARBON STEEL FOR CASING SIZE BELOW 20” (CASING SIZE 13-3/8” AND 9-5/8”), Tender No.: WS2309984733_(company name)’

Distribution of Prequalification Instructions and Submission of Prequalification Proposal will be done electronically (Email and/or Repsol Sharepoint) by RSBV.

Failure to meet the above requirements will result in the disqualification of the Goods/Services Provider from participating in the subsequent process. The timeline and entire Qualification process refer to the Work Guidelines Number PTK-007/SKKIA0000/2023/S9 (Revision 5), including its amendments.
