PREQUALIFICATION TENDER ANNOUNCEMENT

BP Berau Ltd. (bp) invites Supplier to participate in the prequalification process for Tender Project Management Consultancy for Execute Stage Ubadari, Tangguh EGR/CCUS, Tangguh Onshore Compression (UCC) and Ofaweri Project No. 4420004331. The tender process No. 4420004331 refers to Pedoman Tata Kerja No. PTK-007/SKKIA0000/2023/S9 (Revisi 05) Buku Kedua and Petunjuk Pelaksanaan Pengadaan Barang/Jasa No. EDR-0143/SKKIH0000/2023/SO and including its amendment from time to time ("PTK 007") as the tender procurement guideline of goods and services for Production Sharing Contract (PSC) Contractor.

General Scope of Work

UCC Project that includes Ofaweri Project is a National Strategic Project to develop Tangguh LNG field located in Teluk Bintuni, West Papua, Indonesia. To support UCC Project (Onshore & Offshore) bp requires Project Management Consultancy services as per project specifications, applicable code/standard, and applicable regulations. Scope of the work is supporting service required to supervise various works in line with scope of UCC Project (Onshore and Offshore) such as;

1. K3LL Supervision

2. Construction and Fabrication Supervision

3. Project Control

4. Engineering Supervision

5. Procurement & Logistics

6. Project Management (including administration)

7. Integration and stakeholder management

8. Commissioning Supervision

Work locations will be in Jakarta, Tangguh LNG Plant, or other locations as approved by bp. This PMC work is estimated to be completed by 48 months.

CONTRACTOR shall have good capability and proven experience to manage similar works in EPC oil & gas facilities onshore and offshore.

INFORMATION REGARDING PREQUALIFICATION

TENDER TITLE : PROJECT MANAGEMENT CONSULTANCY FOR EXECUTE STAGE UBADARI, TANGGUH EGR/CCUS, TANGGUH ONSHORE COMPRESSION (UCC) zAND OFAWERI PROJECT

QUALIFICATION : LARGE SCALE

MINIMUM LOCAL CONTENT : 70%

RISK CLASSIFICATION : MEDIUM RISK

WORK CLASSIFICATION : Enginering and Technical Consultancy Activities (KBLI No. 71102)

COMPANY STATUS : PMDN company, PMA company, Consortium PMDN with PMDN, and/or  Consortium PMDN with PMA Company and /or Foreign company which the lead of the consortium is PMDN or PMA company.

Special Instruction for Supplier which can not participate in this Tender:

1. Supplier that has been appointed to carry out the Front End Engineering Design (FEED) Contract for the ongoing UCC Project;

2. Supplier that carry out the construction for the ongoing UCC Project.

(refer to Clause 2.1.3 Chapter IX 0254/SKKIH0000/2025/S0).

To become invited CANDIDATE in the prequalification process above, Supplier shall register and submit:

1. Letter to request to participate Prequalification process which includes information: email address and mobile phone of 2 (two) contract person of Supplier who shall be contactable in relation with the Prequalification process which will be held in ARIBA portal.

2. Surat Pengganti Dokumen Administrasi (SPDA) with classification and job classification that meet with this Tender requirement.

3. Statement Letter stating commitment to achieve minimum local content as determined above or copy of local content released by authorized government institution

4. Evidence of Supplier's business is aligned with the work classification above: SKUP Migas or Surat Izin Usaha or other valid certificates issued by Kementerian/Lembaga/Satuan Kerja Perangkat Daerah/Institution or organization appointed by the government

5. Evidences of experience in the field of EPC work in onshore oil and gas facilities and EPC work in offshore oil and gas facilities in the last 10 (ten) years.

6. Evidences of experiences in providing Project Management Consultancy in EPC work for oil & gas facilities onshore and EPCI work for oil & gas facilities offshore in the last 10 (ten) years.

7. Evidences of experience in carrying out CCS (Carbon Capture and Storage) project in the last 10 (ten) years.
