Govt temporarily suspends 141 mining firms over delayed RKAB submissions

The Directorate General of Mineral and Coal at Indonesia’s Ministry of Energy and Mineral Resources has imposed temporary suspensions on mining business activities of 141 companies that failed to submit their 2026 Work Plan and Budget (RKAB) documents within the required deadline.
In a notice issued recently, the ministry said the sanction applies to holders of Coal Contract of Work (PKP2B), Mining Business Permits (IUP), Special Mining Business Permits (IUPK), and IUPK holders operating as extensions of contracts or agreements at the production operation stage.
The ministry said the measure followed its third warning letter, No. B-760/MB.05/DJB/2026 dated March 9, 2026, which instructed mining companies to submit their 2026 RKAB documents for approval.
“Until April 16, 2026, companies concerned had not submitted the 2026 RKAB within the specified period to obtain approval,” the Directorate General of Mineral and Coal said in the notice.

Under the sanction, affected companies are required to immediately submit their RKAB documents through the ministry’s RKAB information system no later than 90 days from the issuance of the suspension letter.
The ministry said the temporary suspension would remain in effect until the companies comply with the submission requirement.
The notice was copied to Energy and Mineral Resources Minister Bahlil Lahadalia, the ministry’s inspector general, and several senior officials within the Directorate General of Mineral and Coal, including the directors responsible for coal business development, engineering and environment, program development, and mineral and coal revenues.
