Indonesia prepares PT PAL as holding company for state shipyards

Indonesia is preparing state owned shipbuilder PT PAL Indonesia to become the holding company for government owned shipyards as part of efforts to consolidate the national maritime industry.
PT PAL President Director Kaharuddin Djenod said studies on the proposed structure are being conducted by Danantara, which oversees consolidation of strategic state enterprises and governance arrangements. The review, underway since last year, covers four state shipyards: PT PAL Indonesia, PT Dok dan Perkapalan Kodja Bahari, PT Dok dan Perkapalan Surabaya, and PT Industri Kapal Indonesia.
Danantara Chief Operating Officer Dony Oskaria told lawmakers that PT PAL is expected to serve as the anchor company for the national shipbuilding sector under the planned framework.

Under the proposed arrangement, maritime projects for state owned companies would be coordinated through PT PAL to improve efficiency, centralize procurement and engineering, and strengthen domestic shipbuilding capability. State shipping firms such as Pertamina International Shipping, Pelni, and ASDP would be required to channel new vessel construction through PT PAL.
Kaharuddin said private shipyards will continue to play a major role in Indonesia’s maritime industry, which still relies heavily on non state builders for capacity, competition, and technology development.
The consolidation is intended to build scale across naval, commercial, and offshore vessel production while supporting fleet renewal and export ambitions.
