Minister targets Prosiwangi toll road completion to Situbondo by 2028

Public Works Minister Doddy Hanggodo has reaffirmed that the Probolinggo–Situbondo–Banyuwangi (Prosiwangi) Toll Road in East Java remains a government priority, with a target for the road to reach Situbondo by 2028.

“I hope the Prosiwangi Toll Road will be completed by 2028,” Doddy said during a visit to the East Java Governor’s Office in Surabaya, on Tuesday (Feb. 10, 2026).

Doddy noted that the toll road was opened on a functional basis up to the Paiton toll gate during the year-end Christmas and New Year holiday period last year. Construction is now being accelerated on the Paiton–Besuki section so it can be opened functionally during the 2026 Eid al-Fitr homecoming period.

He confirmed that by 2028 the Prosiwangi Toll Road is expected to extend through the Besuki–Situbondo section, before construction continues toward Banyuwangi.

“For 2028, it will temporarily reach Situbondo,” he said.

The Gending–Paiton–Besuki segment of the Prosiwangi project has shown positive progress. Sections 1 and 2, stretching from Gending to Paiton, were previously opened for functional operations during the 2025–2026 year-end holiday travel period, but were later closed to complete full operational requirements.

Meanwhile, construction of Section 3, covering Paiton–Besuki, is ongoing and has reached more than 92% completion. The Paiton–Besuki stretch is targeted to be opened functionally during the 2026 Eid homecoming and return travel period, allowing motorists to travel from Gending to Besuki.

For the Paiton–Besuki section, the project is currently undergoing the pre–Provisional Hand Over (pre-PHO) process and is expected to achieve PHO status before Ramadan 2026, paving the way for functional operations during Eid al-Fitr 2026.
