PLN releases 485 MW rooftop solar quota for January 2026

State-owned utility PT PLN (Persero) has released a total rooftop solar power (PLTS Atap) quota of 485 megawatts (MW) for the January 2026 period, including 111 MW generated from an adjustment in inverter capacity calculations.

The announcement was made by Joni, Executive Vice President of Retail Sales and Customer Services at PLN, during a Rooftop Solar Procedure Socialization event on Thursday (Dec. 18).

“So the total quota will be 485 MW,” Joni said.

The total quota comprises a 2026 allocation of 210.2 MW, a remaining 2025 quota of 72.3 MW, 91.7 MW of returned quota, and 111 MW resulting from inverter capacity adjustments.

The additional capacity stems from inconsistencies in the reference units used in previous allocation periods. During the July 2024, January 2025, and July 2025 periods, rooftop solar capacity was calculated based on panel capacity measured in watt-peak (Wp). Starting January 2026, PLN will calculate capacity based on inverter output (watts), which is typically lower than panel capacity.

This change has effectively restored capacity derived from the difference between panel capacity and inverter capacity across the three earlier periods, resulting in a significant increase in available quota.

Of the total 485 MW quota for January 2026, only 183 MW will be open for new applications via the PLN Mobile platform. The remaining capacity has already been allocated to customers placed on the waiting list since the July 2025 period.

By system, Java–Madura–Bali (Jamali) accounts for the largest quota at 369.2 MW, with 79.6 MW still available. Sumatra follows with 35.2 MW (26.7 MW remaining), West Kalimantan with 16.8 MW (fully available), and the Kalimantan Selatan–Tengah–Timur–Utara (Kalseltengtimra) system with 56.4 MW (fully available).

Other regions include Sulawesi Bagian Selatan (Sulbagsel) with 3.82 MW (0.23 MW remaining), Sulawesi Utara–Gorontalo (Sulutgo) with 0.34 MW (fully allocated), Maluku and North Maluku with 1.17 MW (1.15 MW remaining), West Nusa Tenggara with 0.85 MW, East Nusa Tenggara with 0.40 MW, and Papua and West Papua with 1.08 MW, all of which remain fully available.

Rooftop solar adoption across PLN’s service areas has continued to grow. As of the end of November 2025, a total of 11,392 customers had installed rooftop solar systems with a combined capacity of 773 megawatt-peak (MWp). The industrial sector dominated installations, contributing 623.5 MWp, or about 81% of total installed capacity.
