State-owned electricity company PT PLN (Persero) will begin accepting applications for rooftop solar power plant quotas starting July 1, according to Eniya Listiani Dewi, Director General of New, Renewable Energy, and Energy Conservation (EBTKE).
"This is coming soon — the rooftop solar power plant quota will be opened starting July 1," Eniya said during the Human Capital Summit 2025 on Wednesday (June 4).
In 2025, the available quota for rooftop solar installations totals 283 megawatts (MW), with 225 MW allocated for the Java, Madura, and Bali region; 25 MW for Sumatra; 30 MW for Kalimantan; and 3 MW for Sulawesi, Maluku, Papua, and Nusa Tenggara. In addition, around 250 MW of unused quota from 2024 remains available.

This brings the total quota to be opened this year to approximately 533 MW.
Eniya highlighted that a lack of skilled labor has been a key obstacle, leading to delays in the development of rooftop solar projects. She noted that nearly half of all rooftop solar projects have experienced delays.
“For systems above 300 kW, the installation period is six months. But for smaller systems, like 10 kW or 5 kW, there are only three months to complete the installation after receiving the quota from PLN — yet nearly half of these are delayed,” she explained.
Therefore, Eniya emphasized the importance of preparing competent human resources to support the development of rooftop solar projects in the future.
