We are challenging the Experts to join us in the position of:

1. Lead Studies & Organization Development

JOB ROLES

• Lead the team in Organization Design and Development (RPTK), including analyze and review recommendation on strategic issues related to Organization Design and Development and its approval process (SKK Migas, MIGAS & Manpower Minister);

• Lead the team in Organizational issue & Organization Effectiveness and provide recommendation on action item and implementation of Organization Effective Program;

• Review and analyze Job Administration which covers Job Description, Job Analysis, and Job Evaluation; including evaluating and giving expertise advice on strategic issues related to Job Administration;

• Coordinate, analyze, and improve the implementation of KPI establishment, Employee Performance Management System (EPMS), and Strategy Deployment process;

• Improve and implement of Career Development Management, Talent Management, and Competency Framework;

• Coordinate, review, and improve Organization Development administration, system, database and reporting;

• Coordinate, review and monitor the implementation of Employee Promotion;

• Lead, manage and improve related HR Business Process, Standard, Procedure, Guideline to achieve effective and efficient process comply to Company policy and procedure.

QUALIFICATIONS

• Bachelor degree in any discipline.

• Tertiary degree in Organization, Change Management or HR is preferred.

• A minimum of 13 years’ experiences with 8 years in Oil & Gas industry.

 

2. Lead People Development

JOB ROLES

• Monitor Company strategic plan in short term, middle term, and long term; coordinate the team to review current status of competency alignment to the Company strategic plan both competency as a position requirement and competency assessment result of employee; coordinate the team to develop and propose people development plan and program; in order to ensure availability of people development program and plan that align with Company strategic plan and target;

• Coordinate, define and propose talent pool criteria such as high performer of employees based on employee performance appraisals result (EPMS), competency requirement in current and in future position, competency gap assessment, employee working experiences, specific skills, etc.; coordinate to screen employees according to the criteria; in order to ensure talent pool data updated and complete as an internal sources of candidates to fulfill Management/Company strategic plan;

• Lead the team to prepare, propose and execute people development program for candidates in talent pool as a part of succession planning which consist of assignment in a position, individual development program (IDP), mentoring programs, leadership development programs, executive development, and others programs including mentoring, tutorial, OJT, training program and/or seminar/conference for Manager level and above; evaluate people development program effectiveness and the program impact to such employees; in order to ensure people development programs match to the need of Company succession planning;

• Coordinate competency assessment programs conducted by determined third party or internal party, monitor assessment method implemented in the assessment process and review the assessment result; coordinate and monitor in updating employee competency database; in order to ensure competency assessment process meet Company quality standards and competency assessment result of determined employee is valid and update as a base of development program implementation or in fulfilling Management/Company plan;

• Coordinate and monitor to develop and propose format and system of knowledge management, monitor and evaluate knowledge content submitted by individual employee to be uploaded in the system; coordinate and monitor to develop and propose sharing session programs for all departments; in order to ensure knowledge management and sharing session are in line with Company quality standards;

• Coordinate to provide explanation of employee education support and other policy related to people development and procedures to such employee, to ensure education support policy and procedures are implemented properly and well-informed.

QUALIFICATIONS

• Bachelor degree in any discipline.

• A minimum of 13 years experiences with minimum of 3 years experiences in oil & gas industry.

 

3. Manager HR Services

JOB ROLES

• Manage personnel administration and services for all employees including non-permanent employees, contracted employees, seconded employee, etc.; Monitor and review updated direct employees personal database and required data and documents for payroll process; evaluate HR database completeness and validity; in order to ensure reliable personnel administration applied in INPEX Indonesia, HR data and information in database complete and valid, and HR database meet determined Company standards;

• Manage Expatriate formalities and administration, monitor and evaluate expatriate formalities completion, and implementation of expatriate administration; provide solution of any expatriate issues; in order to ensure expatriate permit and formalities as well as employment agreement comply with Government rules and regulations and Company policy and regulations. Manage and monitor implementation of Expatriate administration in line with Tokyo Head Quarter and Joint Venture Company’s policies and procedures;

• Manage Government rules and regulations related to manpower and manage Company Regulations, HR policy and procedures, and HR guidelines; Control the progress of drafts development, and provide direction to socialize and expedite approval process; in order to ensure Company Regulations and HR policy and procedures development, socialization, and implementation align with the target and plan;

• Manage team to develop preventive program in order to achieve harmonious relationship between Company and Employee;

• Manage, address and solve industrial relations issues within the Organization, review, monitor, and evaluate Company Regulations implementation, bargaining trends and issues, as well as employment standard, regulations and laws; in order to ensure industrial peace, smooth industrial and employee relations in accordance with Government rules and regulations, Company Regulations, and company policy and procedures;

• Manage Third Party Contractor liaise with User Department in order to ensure the compliance of Company and Government rules and regulations. Control and monitor the manpower supply contract in order to ensure the contract is valid and the implementation in line with the contract;

• Manage administration and reports and handle related Industrial Relations & HR Services activities and Government inspection, provide professional expertise to explain Company policy and procedures; to ensure administration matters and reports related to Industrial Relations & HR & Services are submitted within timeframe; and Industrial Relations & HR Services policy and procedures are well-informed.

• Manage and lead team to review and improve Business Process/ Standard/ Procedure/ Guideline related to Industrial Relations & HR Services program.

QUALIFICATIONS

• Bachelor degree in any discipline.

• A Minimum 15 years of experiences in Human Resources. Having experience in PSC Company is preferred.

 

4. Senior Specialist Office Service

JOB ROLES

• Ensure Jakarta Office facilities and services effectiveness and efficiency, which include mailing services, office housekeeping, supplies and stationery availabilities, to ensure provided office facilities and services meet Company policy and procedures;

• Control and monitor office facilities/building-related services such as parking, electricity, water, AC, etc.; review and verify their costs and quality standards of services; in order to ensure proper utilities billing for the facilities and services utilization;

• Control and monitor appropriate office facilities/appliances availability and quality including their completeness in every room; coordinate related maintenance for all facilities and appliances; in order to ensure all office facilities are in good conditions in line with their appliance quality standards;

• Monitor the Third Party cleaning services in Jakarta Office (Office Boys) and evaluate their performances to ensure the Third Party services meet the agreed service level agreement;

• Monitor, and provide required facilities services in Company events, in order to ensure good preparation and support smoothness of the events.

QUALIFICATIONS

• Bachelor degree in Engineering.

• A minimum of 10 years experiences and having experiences in Oil & Gas industry is preferred.

 

5. Senior Specialist Contract Coordination

JOB ROLES

• Assist and provide consultation to HR&GS Team Member on tender process and in developing tender documents, as well as give some advices to HR Management for all tendering and contracting matters;

• Coordinate provision of Procurement List of HR&GS Department in coordination with HR&GS Team Member and Person In Charge from Supply Chain Management department;

• Review initial tender documents form HR&GS Team such as Proposal TCOM, Owner Estimate, Scope of Work, and as well as Compensation Scheme as required documents to be submitted to Supply Chain Management to start tender process;

• In coordination with Supply Chain Management, provide HR & GS goods and services specifications in preparing tender documents; to obtain proper tender that match to the goods and services specifications;

• In coordination with Counsel Contract, develop contract terms and conditions related to human resources & general services including alliances contract terms and conditions; to ensure terms and conditions of general services as a part of contract are available within the timeframe and comply with Company policy and procedures and SKK Migas rules and regulations.

QUALIFICATIONS

• Bachelor degree in any discipline

• Minimum of 10 years experiences with 5 years’ experience in tender process in Oil & Gas Company

 

6. Senior Counsel Litigation & General Affair

JOB ROLES

• Support Sr. Manager Legal and manage, direct and supervise the team to provide high level legal support to all relevant Departments and Teams with respect to litigation and dispute related matters as well as general affairs, including ABC and antitrust compliance, human resources, employment, industrial relations, land, permitting and environmental (“Litigation & GA Matters”);

• Manage the team to draft and review contracts and provide other legal input on Litigation & GA Matters to ensure that (i) all Litigation & GA Matters are in compliance with (a) all applicable laws, regulations and guidelines, (b) INPEX policies, guidelines and procedures and (c) the highest professional standards, (ii) any written agreements with respect to Litigation & GA Matters, including settlement agreements, reflect the commercial agreement between the parties and (iii) INPEX’s interests are adequately protected from a legal and risk perspective;

• Manage the team to set and implement common legal policies and standards with respect to Litigation & GA Matters;

• Manage the team to coordinate, monitor and provide advice on court, arbitral or other litigation/dispute matters, and on the representation of INPEX in such matters;

• Manage the engagement of external legal advisors, including assessing the performance of external legal advisors, managing budget and controlling expenditure;

• Provide regular and ad hoc updates to Sr. Manager Legal on ongoing matters.

QUALIFICATIONS

• Bachelor’s degree in Law. Masters or other advanced post-graduate degree in Law preferred.

• Minimum 15 years of experience in the oil and gas industry, both as a lawyer and as a legal manager, with experience in litigation and regulatory affairs.

• International experience/background preferred.

• Fluent in both spoken and written English.

 

7. Senior Specialist Geographic Information System (GIS)

JOB ROLES

• Develop and recommend detailed geospatial project plan and program. Analyze and prepare geospatial project target according to project phase as guidelines; Prepare and establish schedule interface and integration to other related Departments to ensure availability geospatial plan and target align with overall project schedule;

• Compile and prepare work program and budget for geospatial program as basis for annual project budget and authorization for expenditure (AFE); Prepare justification and explanation regarding geospatial program and schedule; Assist and support annual budget discussion with SKK Migas  to ensure complete and accurate geospatial budget and project schedule submission;

• Review and develop data management services objectives and specification; Provide technical expertise and evaluation on data management and geospatial tender process; Assist and support survey tender process and  evaluate terms and conditions;  Assist and support geospatial data management services for INPEX Indonesia  project. Compile and conduct data management and quality control; Monitor and review all geospatial data to ensure data management standards and processes are implemented accordance with the terms and conditions;

• Analyze and evaluate business focused data management including geophysical, geotechnical, met ocean, land and remote sensed data;  Conduct, review and evaluate technical geospatial data acquisition and management contract and terms and condition; Review and analysis of acquired geospatial data; Compile and prepare report for data acquisition process and analysis result of acquired geospatial data; Coordinate with related department and contractor related to data management and data acquisition activities; Prepare advice on challenge or problem during contract implementation by contractors; to ensure data management and acquisition carried out according to schedule and contract. Provide fit for purpose visual imaging of pipeline routes and in-depth analysis of GEP onshore and offshore Survey output to help select the optimal project pipeline route and site location specifics;

• Conduct and monitor geospatial work in order with pay attention on HSSE matters and project progress achieved to ensure geospatial activities achieve the target and meet determined quality and standards. Ensure the delivery of reports from contractor to ensure compliance with HSSE and align with project target.

QUALIFICATIONS

• Bachelor degree in Engineering or Technical Science. Advanced degree in the above is preferable.

• Minimum of 10 years in the Oil and Gas industry and a minimum of 8 years in the areas of GIS.

 

8. Senior SURF – FPSO Technical Integrity Process Risk Engineer

JOB ROLES

• Initiate, develop and propose Technical Integrity & Process Risk (TIPR) concept for SURF-FPSO activities INPEX Masela values, engineering philosophy, available resources, methodologies, and approach with considering HSSE requirements including risk assessment that are compatible to local and international standards, Government law and regulations, and SKK Migas rules to ensure available standards of TIPR in SURF-FPSO and related Company Policy and Procedures as guidelines;

• Assist, review and evaluate process risk assessment of any change and/or deviation in SURF-FPSO system proposed by INPEX Masela related department; Monitor, review and determine tolerable process risk according to related party; Coordinate and communicate to related party regarding change/deviation in SURF system to ensure process risk justification of any technical integration change/deviation meet engineering principles and advanced technology;

• Analyze and evaluate technical assurance implementation in each phases for SURF-FPSO activities; Propose and recommend activities schedule of SURF-FPSO technical integration & process risk (TIPR) in order to ensure proper technical assurance implementation in accordance with INPEX Masela technical standards, international standards and best practices;

• Develop and recommend operation standards, manuals, risk assessment, troubleshooting procedure and other TIPR procedures of SURF-FPSO operation; Review and evaluate the effectiveness of developed SURF-FPSO TIPR operation procedures and standards, and provide necessary revision in order to ensure availability of updated TIPR documentation for SURF activities;

• Monitor, review and coordinate administration requirement related to SURF-FPSO TIPR considering local and international rules and regulations, Company standards, policy and procedure; Prepare, coordinate and provide required documents for licensing/permits related to safety engineering and works, to implement SURF TIPR and HSSE document code and filing system, squad check and interdisciplinary check (IDC) to ensure SURF TIPR activities comply with the prevailing rules and regulations;

• Coordinate with related departments for preparing SURF-FPSO TIPR and HSSE Engineering criteria to be input in tender document and AFE; Review, evaluate and recommend SURF-FPSO TIPR & HSSE engineering criteria for tender and contract process; Assist and support SURF to ensure SURF-FPSO TIPR HSSE Engineering criteria in submitted bid document and/or AFE meet related engineering, disciplines and knowledge principles and such AFE accomplishment and submission within the timeframe.

QUALIFICATIONS

• Bachelor degree in Engineering or Technical Science, preferably Safety.

• Minimum 10 years in the oil and gas industry. Process safety and risk management experiences are required. Offshore gas project exposure is preferred.

 

9. Senior Manager HSSE & Sustainability

JOB ROLES

• Manage department in developing and implementing local objectives, targets, plans and procedures which cascade from Strategic HSSE Objectives. Consistently demonstrate the HSSE Leadership and Commitment behaviors and lead an effective HSSE Management System HSSE Improvement program and HSSE communication program; Manage the team in monitoring and assessing project HSSE performance.

• Lead and Manage department in delivering AMDAL (Environmental Impact Assessment) with coordination and cooperation with internal and external stakeholders. Manage the team in coordinating integration of Impact Assessment outcomes with other technical and non-technical departments ensuring integrated: risk management, schedule, and stakeholder engagement and that project design is optimized with regard to environmental, social and community health impacts and benefits.

• Manage department in conducting HSSE studies to deliver, update required philosophies, plans and reports. Manage the team in providing comprehensive technical input to FEED as applicable to all aspects of HSSE (Health, Safety, Security, Environmental) philosophies, basis of designs, and technical specifications including incorporation of all applicable legislation/regulatory requirements, codes and standards.

• Manage department in conducting HSSE reviews and audits on projects and contractors.

• Lead and manage in preparing work program and budget related to AMDAL as SKK Migas administrative requirement including its supporting documents; manage to get all required approval from the Head Quarters, Management, Business Partners, and SKK Migas and provide direction and strategy to accelerate the approval process; to ensure the SKK Migas administrative requirement is accomplished and approved within the timeline as a basis of cost recovery.

• Manage the development, improvement and implementation of HSSE Management System, i.e. HSSE Process Overviews, Standards, Guidance, and Procedures.  Manage development and/or review of HSSE programs and HSEE plans of each project activities. Monitor and provide HSSE Performance reporting to internal stakeholders, i.e. THQ, JVP, and external stakeholder, i.e. SKKMIGAS, Ditjen MIGAS, KLHK, etc.

QUALIFICATIONS

• Bachelor’s degree in Engineering or Technical Science.  Advanced degree in the above is preferable.

• Minimum 20 years in upstream Oil and Gas Industry. Offshore and onshore oil and gas risk management experiences are required.
