Under the Production Sharing Contract arrangements with SKK MIGAS, PETRONAS Carigali Indonesia Operations is looking for the following professionals:
1. Sr. Liaison & Permit Officer
The successful candidate will be responsible for Planning and follow up on official project-related documentation with government authorities and act as a liaison in managing and facilitating the timely approval of project-related activities, e.g., daily reporting requirements, approvals/recommendations, licensing of new facilities, land acquisition, inspection audits, etc. To maintain the security of the company’s reputation and image and ensure business growth.
Responsibilities:
• Analyze and update management on the way forward for project implementation in Indonesia and seek the information and details on procedure from government authorities by providing feedback to government as well as PETRONAS Indonesia management to ensure smooth project executions and operations.
• Facilitate and mediate negotiations/discussion/meetings such as Work Program & Budget. AFE based on PETRONAS Indonesia project requirements, with host government/authorities to ensure accurate information being communicated.
• Expedite and monitor approvals/permits from the host government and correspondence with the latter by ensuring the approvals are successful to support smooth business operations.
• Ensure that all procedures for submitting licenses are in accordance with the current and current guidelines for implementing applications. Utilization of company, personal and the GRBS team’s connections and resources will be utilized maximally in accelerating obtaining the approval / permit that is being requested.
• Provide accurate and precise translation services at the major discussions between the company and host government during project decisions to avoid misunderstanding.
• Facilitate approval of project documents such as land applications, Environmental Impact Assessment (EIA) / Environmental Permit, Field Development Plan (FDP) and building plans certification to ensure timely approval and avoid delay / standby in project activities to minimize cost exposure to the company.
Requirements:
• Minimum bachelor’s degree in Business Management, Law or similar major.
• Minimum 5 - 10 years’ experience and expertise preferably in Liaison P& Permit in Oil & Gas Industry
• Good English, verbal & written
• Good service & hospitality
• Good communication, negotiation, and lobbying skill
• Good relation and networking with external parties (Government, Stakeholders, Partners, Social Community and Host Authority)
• Good knowledge in social culture and social economic
• Understanding of E&P Business and possess technical awareness in operations.
2. ICS & End User Support Team Leader
Lead, manage, and execute the overall planning, development and operation of end-to-end ICT infrastructure, business telecommunication and network system, information security, ICT compliance, and End User support delivery for business through a comprehensive execution of ICT strategy and operations in order to enable timely, efficient & secured ICT services, and maximum return to stakeholders and country business objectives.
Responsibilities:
• Develop, manage and execute the strategies for ICT infrastructure, communication, information security, and end user support plan, operation and maintenance at Indonesia operations through development and implementation of annual work program & budget, effective monitoring and optimization, and using relevant tools and methodologies to ensure long term reliability and technical integrity of all asset and services to maximizing value creation, business growth and new business opportunities and to support country business objectives
• Coordinate, evaluate and analyze the end-to-end service level management of ICT infrastructure, communication, information security, and end user support system, in ensuring sustainable solutions by institutionalizing best practices in order to ensure effective and efficient sustainable model, and aligned to Upstream business and PETRONAS Group standard and policies, and to meet with country business objectives.
• Establish, conduct and manage the implementation of Country ICT infrastructure, communication, information security, and end user support sustainability plan, standards, policies, procedures, and guidelines, by working with the management team and Upstream group, to govern the delivery of the sustainability model, in assuring such ICT sustainability plans, standards, policies, procedures, and guidelines meet business objectives that are aligned with Upstream business and PETRONAS Group standard and policies
• Carry out research and providing technical advice and analysis pertaining to the implementation and delivery of ICT infrastructure, communication, information security, and end user support system, by identifying leading-edge related framework, methodology, and tools in recommending appropriate and innovative solutions to the key stakeholders to provide reasonable assurance of the adequacy and operating effectiveness.
Requirements:
• Degree in IT (technology/engineering) or relevant discipline.
• Minimum 10-12 years of ICT experience in oil and gas, with sound multi-discipline ICT application and system (Production facilities / process / structure mechanical, electrical & instrument) technical.
• Understanding of E&P Business and possess technical awareness in operations.
• Excellent knowledge of technical management, information analysis and ICT hardware/software systems, and project management.
