Sr. TECHNICAL SAFETY ENGINEER (QHSES)

Purpose of Role

• Develop and/or implement, and assure Process Safety Program within BU.

• Oversee, strive and proactive for promoting Process Safety Culture in Indonesia Business Unit.

• Mentoring and coaching for development for Technical Safety Engineer.

   Outline the HSE/Safety Critical responsibilities of the role;

• BU Process Safety Program focal point and its assurance

• Subject Matter Expert for Process Safety emergency event.

Detail the key accountabilities and desired output of the role, highlighting scope and breadth of role;

• Facilitate for delivering the Process Safety-related Risk Assessment process to all department within Business Unit (BU)

• Act as BU Process Safety Program focal point and its assurance (e.g.: IVB, Process Safety Audit, Safety Case Compliance, Process Safety Fundamental)

• Technical Authority for Technical Safety discipline within Business Unit (BU)

• Liaise and support to other department related to process safety matters (program, activity, and troubleshooting/problem solving)

• Lead incident investigation related to Process Safety

• Design, planning, and leading Process Safety Audit to offshore sites and supply bases, including audits for ‘ad-hoc’ project in Operations, Project and Drilling departments.

• Mentoring and coaching for development for Technical Safety Engineer.

• Build, Train, and Coach the process safety awareness especially to Operation and Development BU Personnel.

• Provide advice and support in term Process Safety to Project and Drilling Department

• Alternate BU Key member in Corporate Project Assurance Process

• Delegation of Authority of Technical Safety Manager when the Manager is unavailable.

• Assist TS Manager in developing BU Process Safety yearly program, medium and longer term

• Assist TS Manager in managing Technical Safety Section Budget

Skills, Qualifications Experience, etc

• Bachelor’s Degree in an appropriate Engineering discipline.

• More than 15 years-experience within Upstream Oil and Gas industry in various of Engineering and Supervisory position in Worldwide Oil & Gas Engineering Companies and Oil & Gas Operators.

• In-depth knowledge in Process Safety and Safety Engineering within Engineering Design, Construction, Commissioning and Operation of Onshore and Offshore Oil & Gas with also knowledgeable in Process Safety of Project and Drilling

• In-depth knowledge of oil and gas process safety management including the details of offshore operations and support requirements

• In-depth knowledge of International and Local Oil & Gas Process Safety Regulations, Standards Procedures and Policies.

• Fluent in English (written and spoken).

FIXED INFRASTRUCTURE Sr. PROCESS ENGINEER

Purpose of Role

• Responsible for developing and maintaining the process design, operation, and implementation in Fixed Infrastructure Project Tuna Asset to ensure efficiency, reduce cost, improve sustainability and maximize profitability.

• Ensuring that all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures

Areas of Accountability, Responsibility and Competence:

• Provide process engineering support and process design for changes and improvements through the Management of Change (MOC) process

• Provide Technical Support for Capital Project Development and Execution

• Provide Technical Engineering support through engineering calculations, updates to heat and material balances, annual emissions calculations, process simulation, etc

• Lead Process and Environmental incident investigations via structured methodology (e.g. cause mapping, etc.) within area of responsibility, provide engineering calculations or estimates as appropriate, and assist with  follow-up action items

• Identify Short and Long-term equipment improvement and replacement needs

• Provide Process Monitoring as appropriate to identify problems, opportunities, and deficiencies

• Support ongoing Process Safety improvement including developing, updating, and maintaining Safe Operating Limits (SOLs), PSV contingencies, Critical Defeat plans, and PSI (e.g. P&IDs, and PFDs)

• Prepare for and/or participate in unit PHA's, develop Corrective Action Plans to address required follow-up, and steward completion of Corrective Action Plans as appropriate

• Provide Troubleshooting Support, necessary Operational Support (such as development of Alternate Energy Isolations), and plant start up and shut down support on an as needed basis

• Participate in/Lead as required, risk reviews and assessments to appropriately manage abnormal operating situations

• Contribute within a Team Environment and establish Strong Working Relationships with Onsite and Offsite functional groups

• Maintain a Strong Safety and Environmental Compliance Focus

• Develop recommendations for continuous improvement to department processes

• Develop Process Engineering report in a timely manner.

Skills, Qualifications Experience, etc

• Minimum Bachelor degree (S1) graduated from reputable University in Chemical Engineering.

• Min. 15 years Working Experience in Process Engineering role for Offshore Fixed Infrastructure within Oil and Gas industry, preferably experience in Project stage.

• Strong Analytical Skills.

• In-depth knowledge of all phases of Engineering and Design of process system for Offshore Floating and Fixed Infrastructure projects. Distinct benefit of having FPSO experience and strong Gas Processing experience

• In-depth knowledge of Process Safety Management, HYSIS, Pipesim, Autocad and other Software Packages

• Proficient in Ms. Office and Process Engineering Tools/Software

• Excellent Communication, especially in English both Verbal and Written

• Must be a Self-starter, High Focus on quality, be Proactive and Reactive, be Capable of being challenged

• Indonesian Nationality

REQUIREMENTS;

• Female Candidate

• Bachelor’s degree in Engineering or equivalent.

• Experience of the oil and gas industry or similar engineering industries is required.

• Experience of analysing data models and reporting packages.

• Experience of handling data sets and relational databases.

• Understands best practices in data management and sharing in highly matrixed organization.

• Knowledgeable in Offshore Production Facilities, Project Management, Finance and Accounting.

• Excel Software skills, including Macro Programming.

• Microsoft Office packages software, Power BI, Visio – an ability to learn specialized software quickly.

• Ability to analyse existing tools and databases and providing software solution recommendations.

• Ability to translate business requirements into non-technical, lay terms.

• Experience of the Project Business Process and its relevant regulations (support can be provided to update knowledge).

• Experience of using Planning tool software.

• Understanding of offshore Integrated Activity Planning.

• Fluent in English, both written and spoken.
