Under the Production Sharing Contract arrangements with SKK MIGAS, PETRONAS Carigali Indonesia Operations is looking for the following professionals:
Learning Officer
Plan, implement and monitor all activities related to learning function by providing staff with the necessary skill, knowledge and attitude in a structured way and continual assessment of staff competency in order to have competent and capable workforce to support and achieve business objectives.
Responsibilities:
1) Training Plan & Budget
Develop and lead the implementation of learning plans and budget (CPB and WPB) in collaboration with line department by monitoring the implementation of Learning & Development program with cost effective and as per budget to support people development objectives in order to equip all employees with the necessary skills, knowledge and behavior that will maximize their effectiveness on their current and future jobs.
2) Skill Gap Analysis and Skill Group Development Program (SGDP)
Analyze skill gaps as identified during staff’s performance evaluation and establish structured learning plans by incorporating in-house and external/overseas learning programs to provide and instill adequate knowledge, skill, and positive attitude to minimize staff competency gap by liaising closely with Learning PIC of each department and respective HODs.
Monitor the completion of Skill Group Development Program (SGDP) by comparing plan versus actual to ensure their progression are in line with established progression criteria.
3) Training Implementation
Plan, drive, and monitor staff training by facilitating the application and registration of learning program to ensure competent workforce at all levels through HRIS.
Plan and liaise with line departments and vendors for On-Job-Training (OJT) requirements by monitoring its implementation and progress to ensure the necessary skills and knowledge are acquired to operate and maintain the equipment.
4) Learning Programs Effectiveness and Industrial Training
Evaluate, monitor, and review the effectiveness of approved learning programs, staff competencies and recommend improvement actions by consolidation of training feedback and training assessment to address program shortfalls and competency gaps.
Plan and liaise with line departments and local higher learning institutes for placement of industrial trainees as an approach to source manpower supply and maintain the good image of PETRONAS as an employer of choice.
5) Data Management
Lead and control the maintenance of data pertaining to the HR learning function by developing an internal PCINO competency dictionary to ensure data integrity and reliability, as well as easy data retrieval when required (i.e. for LMS completion). This includes being digitally savvy and having the ability to liaise and network with both SKKMigas and the Learning team in KL.
Requirement:
• Bachelor's degree in HR Management, Psychology, Industrial Engineering or Law with relevant working experience.
• Requires at least 3-5 years of experience in Oil and Gas Industry and 3 years in Human Resources areas.
