A. Informasi Pekerjaan / Job Information

Job Title: HSE Coordinator

Department : HSES

Direct Report to : HSES Manager

Direct Subordinate: HSE & Training Engineer

Indirect Subordinate: Safety Officer, Environment Officer

B. Fungsi Utama Jabatan / Job Summary

To plan, organize, direct, coordinate, control the implementation of HSE activities

C. Tanggung Jawab Jabatan / Responsibility

1. HSE Procedures

a. Set up HSE policy, guidelines and procedures based on the HSE standard regulation of SKKMIGAS and Manpower Department

b. Develop project specific emergency management procedures and emergency response team by collaborating closely with government authorities and other relevant external institutions

c. Provide assistance and support to develop Company’s HSE plan and objectives

d. Ensure that the HSE procedures is in place in the field during drilling operations

e. Socialize the HSE awareness to all Head Office employees and field employees

2. HSE Implementation

a. Ensure that the implementation of Contractor Safety Management Systems, such as Risk Assessment, Project Pre-qualification, Contractor Selection, Pre Job Activity, Work in Progress and Final Evaluation compliance with BPMIGAS regulations

b. Manage and ensure that the implementation of day - to – day HSE compliance with procedures

c. Manage and ensure that the implementation of day-to-day HSE during drilling operations compliance with HSE procedures

d. Carried out HSE audit / inspection, perform risk assessment, incident / accident investigation and process analysis, provision of  proper personal protective equipment and coordinate training

e. Maintain HSE statistical report in compliance with SKKMIGAS and Ditjen Migas reporting requirements

3. Monitor and Track the HSE Findings/Corrective actions register for HSE issues ensuring actions are assigned, initiated and closed out in timely manner for such finding :

a. ISO 14001

b. ISO 45001

c. SKK Migas HSE inspection

d. Ditjen MIGAS HSE Inspection

4. Liaise with government authority

a. Maintain strong relationship with SKKMIGAS and other government authorities

b. Provide OHS monthly report to SKK Migas, Migas, Kemennaker, Disnaker et.

c. Close coordination with emergency agencies (BASARNAS, BPBD, SKKMIGAS IOC, etc)

5. Development of Subordinate Staff

a. Motivate as well as develop subordinates to improve their ability to run duties

b. Coach, mentoring and train subordinates for further career development planning

6. Others

a. Compile report from site to feed to the government reporting, partner reporting and Lender reporting.

b. Identify any new regulation relevant to Occupational Health and Safety, and keep current the Regulation Compliance Register.

c. Any other duties related to the job as directed by Superior

D. Hubungan Kerja / Work Relationship

Internal : All Departments

External :Any government or private institution related to HSES activity, such as SKKMIGAS, MIGAS, KEMENNAKER, HSES Contractors, etc.

E. Persyaratan Jabatan / Job Specification

Pengalaman / Experience: Minimum 10 years working experiences in Oil and Gas

Kualifikasi / Qualification :

- Bachelor Degree (S1) in Engineering or any relevant study

- Familiar with SKKMIGAS regulation

- Hold Valid K3-Migas Certification

- NEBOSH IGC / ITC and NIOSH preferred

- Strong knowledge in HSE industry

- Good interpersonal and communication skill

- Good leadership, planning and strategic thinking
