Job Title : HSE & Training Engineer / HSE Lead Field Operation

Department : HSES

Direct Report to : Field Support Coordinator

Indirect Report to : HSE Supervisor

Direct Subordinate : Safety Officer, HSE Document Control & Reporting, Safety Inspector

Indirect Subordinate : Paramedic, Safety Man, Fire Brigade, Oil Spill Combat,

B. Fungsi Utama Jabatan / Job Summary

Develop and implement HSE procedures, work instructions, and checklists in alignment with relevant legal and regulatory frameworks and maintain coordinated communication with all parties, identify and mitigate risks at site such as oil spills, fires, and other hazards, including coordinate with local stakeholders and report on HSE activities to Jakarta Office.

C. Tanggung Jawab Jabatan / Responsibility

1. Develop HSE Procedure, Work Instruction, Form, and Checklist and ensure its implementation in all parties (upstream, midstream, and downstream)  

2. Develop HSE Program and Plan including monitoring its implementation in alignment with relevant legal and regulatory frameworks

3. Monitoring implementation upstream, midstream, and downstream in HSE Program (not limited to routine inspection and drill)

4. Coordination with all parties—upstream, midstream, and downstream for integrated communication

5. Identified risks of incidents such as oil spills, fires, and forest fire

6. Develop HSE Training Program and Training Syllabus includes it implementation and monitoring

7. Develop integrated HIRADC with upstream, midstream, and downstream and ensure its implementation

8. Develop SIMOPS procedure applied, and adequate coordination performed during Simultaneous Operations of Construction/Drilling/Logistics/Seismic and other operations (if any)

9. Coordinate with local stakeholders for regular reporting and implementation of HSE Program

10. Support to monitor implementation of ISO 9001, ISO 14001, ISO 45001 SMK3 on site and follow up the audit findings

11. Prepare incident report, organize team member, conduct investigation report to obtain RCA, and report to Management

12. Prepare HSE regular report and report to Jakarta

13. Others a. Any other duties related to the job as directed by Superior

Internal : All Departments

External : Any government or private institution related to HSES activity, such as SKKMIGAS, MIGAS, HSES Contractors, etc.

E. Persyaratan Jabatan / Job Specification

Pengalaman / Experience

Minimum 5 years working experiences in Oil and Gas

Kualifikasi / Qualification

▪ Diploma /Bachelor Degree (SI) / Diploma III in Engineering or any relevant study

▪ Certified K3 — Migas

▪ Certified Safety Inspector

▪ Strong leadership and problem-solving skills.

▪ Competence in preparing compliance reports, conducting audits, and implementing convective actions.

▪ Proficiency in Microsoft Office and HSE management software/tools.

▪ Experienced in regulatory compliance, incident investigation, risk assessment (HIRADC), and audit readiness.

▪ Experienced in Drilling Rig and Construction

▪ Familiar with HAZOP / Risk Assessment & Incident Investigation Familiar with HSES management system (ISO 9001, ISO 45001 & ISO 14001)

▪ Good English, both oral and written
