1. HSE & Security Manager

Formulate and drive the development and implementation of effective safety and loss prevention program for Occupational Safety across entire PETRONAS Indonesia Operation to ensure the execution of activities conform to PETRONAS Health, Safety & Environment (HSE) policy, PETRONAS Technical Standards, host country requirements and Industry Best Practices to ensure excellent HSE governance and performance are achieved and sustained in safeguarding the people, environment, assets and reputation.

Strategize and lead the management of security services for Indonesia operations through a comprehensive security plan & implementation and effective working relationships with the communities and authorities in order to develop and sustain harmonious working atmosphere and prevent losses or disturbances, ensuring a smooth and uninterrupted business operations to achieve maximum return to stakeholders.

Job responsibility and accountability:

• Develop and drive the implementation of Occupational Safety Management Plan, including Work Programme & Budget, in line with COMPANY HSE Strategy and Initiatives, through cost effective, timely & systematic execution of occupational safety related activities in Indonesia Operations including Contractors, and providing advice to line management & Contractors on occupational safety matters, to ensure that the planning and execution of activities conform to Company and regulatory requirements.

• Establish and conduct safety risk and impact assessment for safety covering exploration and production activities through the identification of HSE risk and implementation of risk reduction measures associated with work activities to achieved safe work execution to ensure that the business risk exposure reduces to as low as reasonably practicable (ALARP). Lead and/ or facilitate the execution of HSE assurances, i.e. HSEMS, HSE inspection, technical assurances, etc.) based on a risk-based approach through effective recommendations and advice to the management to ensure effectiveness of the organisation’s governance, risk and control framework analysis in ensuring governance compliance and safe operation and gain acceptance of key stakeholders on intervention plan required to assure the integrity of HSE control throughout Indonesia Operations including Contractors.

• Formulate and drive the development and implementation of effective performance improvement, integrated assurance and knowledge management of Company Health, Safety & Environment policy, standards procedures, HSE statistics, compliance to HSE Management System and standards implementation to achieve HSE excellent in performance and compliance to governance

• Formulate, lead and drive the implementation of environmental plan and programs throughout the Indonesia Operations, including its contractors, to ensure the execution of activities conform to PETRONAS Policy on Health, Safety & Environment (HSE), PETRONAS Technical Standards, host country requirements and industry best practices to meet the Indonesia Operations business objectives and targets. Develop and drive the implementation of Environmental Plan, including Work Programme & Budget, in line with Company HSE Strategy and Initiatives, to ensure cost effective, timely and systematic execution of environmental related activities in Indonesia Operation, including Contractors.

• Lead and manage security services strategy through effective implementation of system and procedures at Indonesia operations to ensure smooth operational activities in support country business objectives and host government expectations. Lead and manage the establishment of security intelligence management system by leveraging on various contacts and sources (agencies, media, military) from external and host country to ensure potential threats are identified in advance and mitigation/evacuation plan is put in place in collaboration with the home and host government authorities, safeguarding personnel, operations and assets.

• Lead the implementation of benchmarking activities through research on changes & development in industry best practices; evaluation & adoption of the changes into Company’s Level 3 Safety Procedures and Guidelines and networking with industry partners to provide full comprehensive safety outlook for management decision making.

Requirements:

• Min. Bachelor’s Degree in any Engineering

• With 10-15 years experiences in managing HSE in E&P organization or oil and gas industries.

• Professional HSE Qualification

• Experience Lead Auditor (i.e. ISO 9001, ISO 14001 and ISO 18001)

 

2. Greenfield Manager (Project Engineering) – as a Third Party

Strategize, direct and control execution of capital projects from FID up to 1st hydrocarbon and hand-over to operations; in meeting project targets in line with company’s policies & standards, and corporate governance whilst upholding the highest technical integrity, HSE and quality standards while optimizing project value., in order to achieve maximum return of investment in a safe, timely, cost effective, adhering to PETRONAS governance and regulatory compliance, thereby safeguarding and sustaining the long term interests of shareholders, customers and community.

Job responsibility and accountability:

• Plan and develop project management deliverables by develop execution plan, costs, schedule and resources requirements development, procurement contracting strategies, Project Summary & AFE and ITRC#3 and FID papers using Project Management Best Practices to add value and protect shareholder investment, as well as providing growth to Business Unit and fulfill its obligations to the host Government.

• Lead and manage the project management activities during design, construction, installation, hook-up and commissioning of new production facilities as defined in the project charter and project execution plan through superior HSE performance, proactive integration of organization functions, focused project baselines delivery, innovative procurement strategy, effective stakeholder engagement, prudent risk management, excellent quality management and compliance to governance framework in order to deliver project objectives and business strategic goals.

Develop, control, approve and enforce the construction engineering processes and systems (i.e., Construction Standard Procedures and Guidelines) for all phases to ensure the facilities, activities and project completion meet technical integrity requirements.

• Manage and control compliance to project management governance to be in line with corporate governance, PETRONAS’ policies and regulations, technical standards and statutory requirements to safeguard PETRONAS’ and shareholders’ interest.

Direct and implement and inculcate the HSE culture and lifestyle in all phases of Onshore Facilities activities to ensure full compliance to HSEMS and Statutory Regulations in ensuring safe and quality project deliverable while adhering to each host country regulatory requirement.

• Perform and execute administrative close out (including AFE closure, manpower demobilization etc.), procurement contracts closure and facilities handover for satisfactory acceptance by end user.

• Plan, lead and enforce a distinctive approach in enhancement of business and project performance, productivity improvement and department’s capability building through establishment and execution of appropriate interventions program and strategic initiatives.

Requirements:

• Min. Bachelor’s Degree in either any related Engineering major.

• Possesses experience of 10-15 years project management and construction management of Offshore and Onshore project in Oil and Gas Industry.

• Well-rounded knowledge of E&P, global approach with strategic and overall project sequence.

• Conversant in various aspects of upstream construction activities

• Knowledge of project management principle

 

3. Construction Specialist – as a Third Party

Plan, coordinate, and control construction and fabrication activities for offshore facilities and infrastructure to ensure safe, efficient, and compliant execution of projects within approved budget and schedule whilst maintaining quality standards and regulatory compliance. Manage contractor performance, site safety, and technical delivery to support timely asset development and value realization in alignment with production targets and stakeholder expectations.

Job responsibility and accountability:

• Direct overall construction activities for assigned projects including fabrication, installation, and commissioning of offshore facilities and infrastructure. Ensure effective project execution through prudent resource management, schedule control, cost optimization, and quality assurance. Drive adherence to project baselines whilst maintaining flexibility to accommodate operational requirements and unforeseen site conditions.

• Select, manage, and supervise construction contractors and suppliers to ensure compliance with contractual terms, Company standards, and regulatory requirements. Conduct regular performance reviews and implement corrective actions to maintain quality, safety, and cost competitiveness. Foster collaborative relationships with contractors while enforcing accountability for delivery and performance.

• Implement and enforce quality management systems and inspection protocols to ensure all construction work meets design specifications, industry standards, and regulatory requirements. Conduct rigorous testing, certification, and documentation to verify structural integrity, equipment performance, and system readiness prior to handover and commissioning.

• Strategize and implement comprehensive HSE plans for all construction activities in compliance with Company HSE Management System, PETRONAS standards, and Host Authority regulations. Champion HSE culture on construction sites, ensure all personnel are adequately trained and equipped, and drive continuous improvement in safety performance to achieve zero harm objectives.

• Monitor and control project costs and schedules through effective budget tracking, cost forecasting, and variance analysis. Implement corrective measures to manage cost overruns and schedule delays. Optimize resource utilization and procurement to achieve value for money without compromising quality or safety standards.

• Coordinate with engineering and design teams to ensure constructability of designs and timely resolution of technical issues. Manage design changes through formal change control procedures. Verify compliance of construction execution with approved engineering drawings and specifications, and facilitate resolution of field-identified technical discrepancies.

• Plan and execute commissioning activities to ensure all systems and equipment are tested, certified, and ready for operation. Manage handover processes from construction to operations, prepare comprehensive as-built documentation, and ensure all operational personnel are trained and competent in equipment operation and maintenance.

Requirements:

-  Min. Bachelor’s Degree in Structural/Civil or Material Engineering.

-  Minimum 10 years in Oil & Gas industry.

-  Having supervisory skills in upstream, oil and gas industry of at least 4 years.

-  Conversant in various aspects of upstream construction activities

 

4. Geologist Specialist – as a Third Party

Plan, lead and execute geologist technical evaluation activities through meeting the agreed plan and ensuring smooth project execution in accordance to PETRONAS standard and superior technical results on supporting project & investment in order to deliver optimum development of petroleum resources, maximize value return and sustainable business growth in line with PETRONAS Indonesia current and future business requirement in field appraisal, development and production.

Job responsibility and accountability:

• Formulate, Plan and develop detail geological evaluation, interpretation, stratigraphic correlation, mapping, structural cross-section by integrating and collaborating available geological data and documentation to understand regional geology, reservoir architecture & heterogeneity, and hydrocarbon distribution in order to accurately prepare the field appraisal, development well planning, near-field resource maturation and subsequently formulate optimum field development planning and full-field review

• Formulate, lead, drive and design and conduct reservoir geological modelling work by conducting systematic and integrated reservoir study using sedimentology, facies, seismic information, petrophysical data and reservoir engineering data by using geostatistical approaches in order to understand reservoir compartmentalisation, distribution, reservoir heterogeneities, properties, quality and architecture to provide accurate resource assessments (including uncertainty & sensitivity analysis) and input to reservoir simulation for maximise recovery and effective cost.

• Formulate, lead, drive and prepare proposals for discovered fields and near fields (including Near Field Exploitation (NFE) and Discovered Resource Opportunity (DRO)) potential by conducting detailed field & reservoir evaluation and produce resource assessment as input towards economic evaluation in order to support business investment decision in sustaining company asset growth.

• Analyze any issues raised during drilling operations for management decisions by assembling geological information to analyze and reduce uncertainties for optimum reservoir management and development plan (including End of Well Report (EOWR)).

• Assess and design geological data acquisition such as coring, log by identifying value of information and existing geological uncertainty by gathering, compiling and archiving all information available in a specific database in order to analyze all the information for future PETRONAS growth in order to better understand the field & reservoir as well as reduce and managing geological uncertainties for optimum field evaluation, development plan & reservoir management plan, update results & lessons learnt for information sharing and improvement in the experience-sharing database for every project.

Requirements:

• Min. Bachelor’s Degree in Geosciences (Geology, Geophysicist)

• Min. 10 years experience  in oil and gas operating environment sector.

• Knowledgeable in well site geological operation.

• On-the-job experience of integrated prospect evaluation and resource assessment with modern technology, maturing prospects and make decision for optimally drilling them cost effectively.

• The incumbent should be fully knowledgeable in management of technical resources and risks.

 

5. Sr. Front End Engineer – as a Third Party

Execute & monitor development strategy of Area Development Plan, Field Development Plan and surveillance activities which focusing on Front End Engineering towards maximizing value, ensuring sustainability, cost optimization and schedule enhancement on projects development and asset acquisition whilst protecting PETRONAS interest and value.

Job responsibility and accountability:

• Plan, manage & execute the development of Strategic Initiatives and Area Development Plan (ADP) for regional Cluster incorporating current and future development scenarios in line with PETRONAS business strategy through review, consolidation and recommendation of front end engineering input during screening, clustering, concept identification and selection workshops, fields sequencing and economic evaluation to come out with short and long term business portfolios.

• Plan, manage & execute the development of regional Cluster Field Development Plan (FDP) on facilities development section for discovered oil and gas resources and replenishment initiatives through evaluation of PSC’s proposed development activities, monitoring of opportunities from Asset Value Framing (AVF), managing timely delivery of Field Development Plan (FDP) on facilities development section, enforcement of governance/regulation, timely approval of budget to ensure maximization of value creation and optimal development concept & facilities configuration.

• Develop project execution plan encompassing scheduling and phasing of engineering activities, contracting strategy and risk mitigation especially for frontier area to ensure better proficiency in project development as well as to mitigate project cost growth and develop overall execution strategy for fast tracking of projects with the objective of accelerating the development of assets for early monetization of asset.

• Analyse the acquisition and application of Engineering Standards, Engineering Best Practices and technologies (Deepwater, Marginal Fields, High CO2 Gas Fields, Unmanned Platform, Wet Pipeline Scheme, Concrete Base Storage, Self Installed Platform, Spars, Floaters) and develop technical proposals to improvise field development concepts and strategy  and continuously improved field life cycle cost effective engineering proposals to ensure value maximization and monetization of reserves.

• Scan the global market trend on development concepts and project execution strategies and analyse the commercial and technical impact and subsequently update and enhance project engineering database to improve competitiveness in the industry through market survey, data historian, project benchmarking, etc.

Requirements:

• Min. Bachelor’s Degree in either any related Engineering major.

• Min. 10 years experience in related field is an advantage

 

6. Sr. Project Engineer – as a Third Party

Drive, control and supervise contract & project management activities according to PETRONAS Project Management System (PPMS) from initiation up to closure, and management of project elements including integration, scope, time, cost, quality, human resource, communication, risk, procurement and HSE to deliver Facilities Improvement Proposal (FIP) projects as per PC Indonesia Operations business objectives and requirements.

Job responsibility and accountability:

• Lead and drive the implementation of HSE policy, plans and targets and operationalization of HSE Management System (HSEMS) towards HSE Zero Tolerance culture through enforcement of HSEMS implementation and compliance to regulatory requirements and internal HSE standards during project execution to ensure projects are executed in a safe and efficient manner and to support business delivery.

• Plan, strategy, direct and monitor contract execution of project introduction (kick-off), registration, development of key documents e.g.  Project Execution Plan (PEP), do-ability matrix, communication plan, etc., involvement in Work Program Budget (WPB) exercise for project cost estimation, initiation for Additional Budget Request (ABR) for unplanned project, creation of Approve for Expenditure (AFE) proposal and obtaining approval for planned/unplanned Master Procurement Plan (MPP) to support operation and timely project delivery.

• Develop, Strategize & Drive the engineering contracting strategy and technical team coordination through cost estimation, detailed engineering monitoring, data gathering from existing facility improvement proposal (FIP) reports and recommend scope of work, scope of supply and datasheet to ensure optimum basic design package preparation for precise detail design deliverables.

Drive optimum engineering design analysis and quality evaluation of detailed design leading to the completion of detailed drawings, manuals, design report and specification for optimum fabrication through Approved Construction Package, as well as identifying and managing gap closure within contractor to ensure smooth execution for engineering.

Conduct technical integrity check of project deliverables through execution of QA/QC functions, by means of Hazard and Operability Study (HAZOP), Line Design Review (LDR), Project Independent Review (PIR), Qualitative Risk Assessment (QRA), Project Risk Assessment (PRA) to ensure compliance with PETRONAS Technical Standard (PTS); international codes and standards; and local authorities/government regulation.

Analyse, propose and review the procurement execution contracting strategy by providing necessary requirements in relation to project scoping, technical specifications and contract value, as well as challenging the Integrated Activity Planning (IAP) team to ensure compliance to PETRONAS standard operating procedures (SOP) for tendering policies, procedures and guidelines in supporting critical activities for project management/ governance in overall process/ phase of projects from initiation up to closure.

Monitor and handle issues during installation and commissioning execution through construction execution; onshore fabrication and testing, quality control management, Factory Acceptance Test (FAT), statutory requirement, preservation and inspection and transportation management to ensure timely project technical and commercial execution in compliance with HSE requirements.

• Contribute and participate in Asset Project Monthly Performance Reviews and implement project performance updating based on do-ability matrix in collaboration with various stakeholders e.g. SKK Migas, Migas, Pemda, state authorities, statutory bodies, project team, vendors, contractors, etc. as per internal and external technical standards (e.g. Upstream Turnaround Management Guideline (TAMG) and various project management stage gates) to ensure the activities implemented are in line with PETRONAS business requirements.

Requirements:

• Min. Bachelor’s Degree in any Engineering disciplines or equivalent.

• Minimum 10 years experience in oil and gas industry.

 

7. Sr. Project Controller – as a Third Party

Drive, control and supervise contract & project management activities according to PETRONAS Project Management System (PPMS) from initiation up to closure, and management of project elements including integration, scope, time, cost, quality, human resource, communication, risk, procurement and HSE to deliver Facilities Improvement Proposal (FIP) projects as per PC Indonesia Operations business objectives and requirements.

Job responsibility and accountability:

8. Sr. Formalities Officer – as a Third Party

Execute the overall PCINO Formalities and Permit management through close liaison with project teams, government authorities and other formalities bodies to ensure complied with the formalities regulations and timely approved on submitted applications thus giving no impact or delay to projects schedules.

Job responsibility and accountability:

• Execute the overall requirement for logistics formalities applications by timely and effectively obtaining relevant approval of all PCSB logistics activities involving services/materials/equipment to ensure full compliance to government and other formalities regulations and requirements with no delay or interruption to projects schedules.

• Provide inputs/guidance to project teams by sharing on work processes/procedures/guidelines of formalities requirements which needed to be aware of and adhered accordingly to ensure smooth processing and timely approval of the formalities applications thus meeting business objectives.

• Execute the submission of logistics formalities applications, i.e. Customs Duty/ Tax Exemption, Import/ Export Permit and Vessel Landing Right for Rig/ Work barge through close liaison with project teams and government/formalities authorities to comply with the governance requirement, safeguard PETRONAS interest, image and reputation.

• Provide inputs for total quality solutions in managing and resolving urgent requirements for formalities application approval based on business requests through optimizing available resources and strategic planning & coordination to effectively meet business requirements and schedules.

• Implement Business Improvement Initiatives for Supply Chain Management Division by identifying relevant business process to be enhanced to improve current work processes through risk evaluation and information sharing on lesson learnt & experience with project teams for achieving total business solution.

Requirements:

-  Degree in any technical, science and / or business discipline.

-  Minimum 10 years of experience in Logistics/Permit Management in Oil and Gas industry.

-  Hold PTK 007 certificate

 

9. Sr. Cost Controller – as a Third Party

Implement the project cost control activities, which include tracking reviewing and analyzing of the project cost performance, recommendation of appropriate action to address the performance gap and preparation of management report, to ensure an effective project cost management and maximizing value creation to the projects via effective project delivery.

Job responsibility and accountability:

• Plan, prepare, advice overall Project Cost Performance framework implementation and strategies for assigned projects through identifying areas of concern and cost optimization opportunities, scrutinizing, assessing and triggering projects cost data and analysis of the variances against approved cost and anticipated final cost, mitigate cost overrun or under run and recommend measures and next course of actions to achieve maximum corporate value creation aligned with corporate monetization strategy.

• Review, advice and assist in monitoring project budget performance for assigned projects by emphasizing on the actual cost performance against budget, both cost overrun and under run, so as to ensure development project business objectives are aligned to the overall PETRONAS corporate strategies.

• Assist, advice and provide guidance on projects’ cost performance analysis in accordance to the established and approved Key Performance Indicators and Standards by ensuring best practices are adopted, strategic technical intervention plans recommended and mitigated and intervention efforts maintained to the highest performance standards in order to safeguard Company’s interest, reputation and image.

• Provide support over projects’ sanction, budget management, forecast management and Approved Contract Value Management by maintaining all the cost data and analysis result to ensure that corporate governance are adhered to in order to safeguard company’s interest, reputation and image.

• Lead, monitor and implement the establishment and improvement of Cost Control methodologies, tools and processes in projects through benchmarking exercise on the existing methodologies, tools and processes against industry practices and constantly evaluate and benchmark its improvement to safeguard company’s interest towards world class project management.

• Min. Bachelor’s Degree in Engineering or equivalent.

• Min. 10 years of experience in the Oil and Gas related industry with specific function in Cost Control
