1. PMC Team Manager (EXPATRIATE)

Assignment: Soreang

Qualification:

• Master Degree in Mechanical/Electrical/Civil/industrial/Chemical Engineering

• 20 years’ relevant experience in Geothermal

Task:

• Provides overall project management and direction to the PMC in supporting its role in the PMU. Assumes overall accountability and responsibility for the financial and technical performances of the Project Management Consultant.

• Manage FEED, contract, DED implementation and technical specifications for Dieng and Patuha Power Plant, SAGS and transmission interconnection to PLN terminal point.

• Manage and ensure implementation of Safety in Design (SID) and Technical Specifications.

• Overall responsibility for the cost, schedule, safety, quality, risk management, engineering, construction and start-up until COD. Manage, lead, direct and provide coaching on field construction best practices, Emergency Response Plan, Emergency Shutdown Testing, etc. Analyses and track competencies of project team and close competency gap.

• Manage and lead day-to-day commercial and contractual issues, work together with GDE management to implement internal project control tools and provide detail reports to GDE GM Project including project progress, cost, schedule, safety performance, QA and QC.

 

2. PMC Co Team Manager

Assignment: Dieng & Patuha

Qualification:

• Bachelors in mechanical/ electrical/civil/industrial/ Chemical Engineering

• POM Certified (minimum) as EBTKE’s mandatory

•  20 years’ experience preferably in Geothermal

Task:

• Provide reports & Coordination to PMU Engineering Manager, PMU Project Manager and PMC Team Manager including Safety Performance, Project Progress & Schedule, Cost and Overall Project Performance. Supervise and lead PMC’s engineers and direct coordination to PMU Engineering Manager for Project Design, Quality, Testing, Maintenance and Safety overall issues

• Responsible to develop  project  overall  concepts and  solve problems that may prevent its completion. Assist and advise PMU team during bid document preparation, tendering, evaluation and contract negotiation. Ensure that an environmental requirement is adequately reflected and provides technical leadership to the project team during all phases.

• Provide training and/or cascade knowledge to PMU team including Operator and Maintenance from Unit but not limited for HES team on environmental safeguards requirement as per the ADB SPS and the IEE/EMP.

 

3. Procurement and Contract Specialist (EXPATRIATE)

Assignment: Soreang

Qualification:

• Master's degree in mechanical/

• electrical/ civil/ industrial/ Chemical Engineering/ other related background

• Minimum 15 Years experiences

Task:

• The expert preferably has a master’s or equivalent educational qualification in a procurement-related discipline and have at least 10  years  of  experience  of  working  on  bidding  process  with multilateral development agencies, including drawing up bidding documents, bid evaluation, and contract preparation and project management according to FIDIC and EPC, works and goods contracts in geothermal, power, oil and gas sectors

• Responsible for conducting reviews and considering legal aspects of contract award & administration, preparing and drafting commercial bids and tenders, estimating the costs of a project and ensuring that the costs are controlled.

• Overseeing and review Contractor’s contract compliance and provide support in  any  contract change /  addendum request. Providing contract/procurement advice to client team, participate is Contract audits, reviewing records for accuracy and conformance to standards.

• Provide support for any contract implementation discussion with contractor.

 

4. Lead Construction Specialist

Assignment: Dieng & Patuha

Qualifications:

• Bachelor’s degree in relevant science or engineering discipline

• 15 Years experience preferably in geothermal

Task:

• Develop the work plan, project schedule, and budget to ensure the project is completed on time and within the allocated budget.

• Oversee daily construction activities and ensure alignment with project goals, milestones, and resource plans.

• Ensure that all construction work meets quality standards and contract specifications, while ensuring compliance with safety and environmental regulations.

• Lead and direct the construction team, including subcontractors, to ensure smooth and efficient operations on-site.

• Monitor construction progress, identify risks or delays, and recommend corrective actions.

• Coordinate with engineering, procurement, and project management teams to ensure timely delivery of construction phases.

• Provide regular progress reports to senior management and project stakeholders.

• Review and approve technical documentation and construction method statements.

 

5. Lead HSSE & Social Safeguard

Assignment: Dieng & Patuha

Qualifications:

• Minimum Bachelor's degree in relevant science or engineering discipline (e.g., chemistry, geology, petroleum or geothermal).

• Minimum 10 years of relevant experience.

• Indonesian certifications: POP, POM, or POU in EHS.

• 'AK3 Umum' certification.

• Good understanding of OHS laws and regulations in the geothermal sector.

• Knowledge of IFC General and Geothermal EHS Guidelines (2007).

• Familiarity with OHS management systems (ISO 45001:2018) and Government Regulation No. 50/2012.

• Proficiency in English and Indonesian (reading, writing, communication).

Task:

• Conduct HSSE audit to ensure compliance with regulations: Monitor and ensure compliance with all applicable environmental and social safeguard regulations, including those of international financial institutions.

• Review and ensure development and implementation of HSSE policies and procedures by EPC contractor: This includes establishing and maintaining a robust HSSE management system that aligns with international standards (e.g., ISO 45001, ISO 14001) and relevant legal requirements.

• Oversee emergency preparedness and response: Review and ensure development and implementation of emergency response plans for various scenarios, such as accidents, natural disasters, and security threats.

• Promote a culture of safety: Foster a strong safety culture within the organization by conducting regular safety training, promoting safe work practices, and encouraging employee participation in safety initiatives.

• Manage     environmental     and     social     impacts:     Conduct environmental and social impact assessments, develop mitigation plans, and monitor the effectiveness of these plans.

• Engage with  stakeholders: Consult and  engage with  affected communities, stakeholders, and regulatory agencies throughout the project lifecycle.

• Investigate    incidents    and    accidents:    Conduct    thorough investigations of incidents and accidents, identify root causes, and implement corrective and preventive actions.

• Monitor and report on HSSE performance: Track key performance indicators (KPIs) related to HSSE performance, prepare regular

 

6. Social Specialist (Expatriate)

Assignment: Soreang

Qualifications:

Bachelor's degree in social / communication / management or relevant discipline

Minimum 15 years experiences

Tasks:

• Develop   and   implement   strategies   to   engage   with   local communities, stakeholders, and project-affected people (PAPs).

• Ensure effective communication between the project team, local communities, and other key stakeholders to address concerns and foster positive relationships.

• Conduct social impact assessments (SIAs) to evaluate the potential effects of  the  project on  local  communities and  the surrounding environment.

• Identify    potential    social    risks    and    benefits,    providing recommendations for mitigating negative impacts and enhancing positive outcomes.

• Establish and manage a grievance redress mechanism (GRM) to address any complaints or concerns raised by affected communities or stakeholders.

• Ensure that grievances are resolved in a timely and transparent manner, in line with the project’s policies and local regulations. Design and implement community development initiatives that align with the project’s social responsibility goals.

• Work with local communities to support social programs, such as education, health, and employment opportunities, contributing to the long-term development of the area.

• Monitor and evaluate the social impacts of the project throughout its lifecycle, ensuring that mitigation measures and community engagement strategies are effective.

• Prepare reports on the social performance of the project, highlighting  successes,  challenges,  and  recommendations for improvement in future activities.

 

7. Biodiversity Specialist

Assignment: Soreang

Qualifications:

• Bachelor’s degree in relevant science or discipline and

• have post graduate degree and experience in implementing Biodiversity Plan are preferable.

• Attend courses in biodiversity related aspects and working experience with international biodiversity experts are preferable.

• Good understanding of applicable Indonesian laws and regulation as well as related international convention on biodiversity.

• Familiarity with ADB SPS (2009).

Tasks:

• The primary tasks of the Biodiversity Specialist are to implement mitigation measures and monitoring requirements defined in the project’s Biodiversity Action Plan, preventing biodiversity loss in the area.

• Coordinate planning and installation of execution and under the coordination of Senior Environmental Specialist/Environmental Specialist,

• Implement and train employees and contractors on strict code of conduct forbidding hunting/trapping and purchasing of wildlife and collection of flora from the project areas including the penalties involved.

• Supervise the contractor to minimise forest clearance alongside right of way and around well pads, retain tree canopy connectivity over the new access road to new well pads, and to avoid sourcing of construction materials from forested areas.

• Enforce the requirement that vehicles, equipment and supplies are washed prior to entry to the Project are to minimise introduction of invasive species.

• Conduct monitoring of invasive species and control/eradication of invasive species if found.

• Assist  the  project  to  installing  appropriate canopy  bridges  to increase connectivity over the road for primates (specific for the Patuha project) and preventing land clearing and  sourcing of construction materials within the Important Bird Area (specific for the Dieng project).

 

8. Process Safety Engineer

Qualifications:

• Bachelor's degree in mechanical engineering

• Minimum 10 years experiences

Tasks:

• Responsible for developing risk assessments and designing safety operating    practices    for    construction    and    manufacturing companies.

• Reviews    contractors’    technical    proposals,    designs    and specifications during tender and contract execution phases.

• Provide  technical  leadership  and  support  to  identify  hazards, assess risks and provide cost-efficient management solutions.

• Responsible  for  developing  HAZID  and  HAZOP  reports  and working together with a project team.

• Conduct Risk Assessment Management and work together with the team and able to identify unsafe conditions.

 

9. Process Specialist (Expatriate)

Assignment: Soreang

Qualifications:

• Bachelor’s degree in mechanical/ process/ chemical engineering

• Min 15 years experience

Tasks:

• Design and optimize processes related to the project, ensuring that they are efficient, cost-effective, and meet technical and safety standards.

• Develop process flow diagrams (PFDs) and piping and instrumentation diagrams (P&IDs), and specify equipment and materials required for the process.

• Use process simulation software to model, analyse, and predict process behavior, helping to identify improvements or potential issues before implementation.

• Ensure  that  the  simulation  results  align  with  the  project’s equirements and provide valuable insights for decision-making. Ensure  that  all  processes  are  designed,  implemented,  and operated in compliance with safety regulations and standards. Conduct hazard analysis (e.g., HAZOP, LOPA) to identify and mitigate risks associated with process systems and propose safety improvements.

• Provide technical support during the operation phase by troubleshooting process-related issues, analysing causes of deviations, and implementing corrective actions.

• Work with other specialists to resolve operational problems that may arise during commissioning, startup, and ongoing operations. Monitor and evaluate the performance of process systems to ensure they are operating at optimal levels.

• Prepare reports on process performance, identifying areas for improvement,   recommending   changes,   and   tracking   key performance indicators throughout the project lifecycle.

 

10. Commissioning Expert (EXPAT)

Assignment: Soreang

Qualifications:

• Bachelor’s degree in engineering or any relevant field

• Min 15 years experience

Tasks:

• Develop  and  implement  a  detailed  commissioning  plan  that outlines    the    steps,    timelines,    and    responsibilities    for commissioning activities.

• Ensure that the plan aligns with the project schedule, regulatory requirements, and safety standards, and that it covers all systems, equipment, and components of the power plant.

• Oversee the pre-commissioning activities, such as system checks, cleaning, and flushing of pipelines, equipment inspection, and ensuring all systems are in good condition before commissioning. Conduct and supervise functional and performance tests on various  systems,  including mechanical, electrical,  and  control systems, to verify their readiness for operation.

• Coordinate the start-up of equipment and systems in the power plant, ensuring that they are brought online safely and according to the commissioning plan.

• Troubleshoot and resolve any issues encountered during the start-up phase to ensure smooth and efficient operation.

• Provide training for the operational team, ensuring they are fully equipped with the necessary knowledge and skills to operate and maintain the systems.

• Ensure a smooth handover of all systems and equipment to the operations team after successful commissioning, with appropriate documentation and reports.

• Ensure  that  all  commissioning  activities  are  conducted  in compliance with industry standards, safety regulations, and the project’s design specifications.

• Monitor the quality of commissioning work, ensure proper documentation is maintained, and track any issues or defects, ensuring they are addressed before final handover
